BOARD OF PUBLIC SAFETY
MARCH 11, 2009
A REGULAR MEETING of the Board of Public Safety was held on Wednesday, March 11, 2009, in the Senior Center Shuffleboard Room.
Those in attendance included Mayor Ryan J. Bingham, Corporation Counsel Ernestine Yuille Weaver, members of the Board of Public Safety Gerald A. Zordan, Richard L. Zaharek, Douglas J. Benedetto, James E. Potter, Christopher H. Cook, and Robert C. Zordan, Deputy Police Chief Michael Maniago, Traffic Officer Robert Shopey, Lt. Michael Emanuel, Fire Chief John Field, Deputy Fire Chief Jaye Giampaolo, Torringford Volunteer Fire Chief Charles Marciano, Lt. Kevin Hayes, Lt. Gary Brunoli, Firefighter Edward Delisle, Treasurer Richard Friday, Administrative Assistant to the Mayor Stephen Nocera, City Councilman Michael Colangelo,
Mayor Bingham called the meeting to order at 7:15 p.m.
MINUTES #502
On a motion by Commissioner Benedetto, seconded by Commissioner Potter, the board voted unanimously to accept the minutes of the special meeting held February 4, 2009. Commissioner R. Zordan abstained.
MINUTES #510
Commissioner Benedetto made a motion to accept the minutes of the special meeting held February 4, 2009. Commissioner Potter noted the following correction to be made:

changed to:

Commissioner G. Zordan seconded the motion with the above correction and it was unanimously approved. Commissioner R. Zordan abstained.
MINUTES #535
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the board voted unanimously to accept the minutes of the regular meeting held February 19, 2009. Commissioner R. Zordan abstained.
OPEN TO THE PUBLIC #543
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the board voted unanimously to open the meeting to the public.
ACTING CHIEF OF POLICE #553
On a motion by Commissioner G.Zordan, seconded by Commissioner Benedetto, the board voted unanimously to make Deputy Police Chief Michael Maniago Acting Chief of Police effective immediately until the position is permanently filled.
PROMOTION: KRZANOWSKI #580
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the board voted unanimously to promote Officer Stephen Krzanowski from Probationary Patrolman to Patrolman C, effective March 10, 2009.
FIRE CHIEFS REPORT #618
On a motion by Commissioner Potter, seconded by Commissioner Cook, the board voted unanimously to accept Chief Fields Report for February 2009.
Commissioner Benedetto requested a comp-time breakdown. Chief Field said he is currently working on getting that information together.
Mayor Bingham suggested a policy committee be formed to find a solution to the comp-time and work projects issue. He recommended Commissioners Cook, Benedetto, and G. Zordan for this committee. He said the committee could set limits for comp-time approval by the board.
DEPUTY FIRE CHIEFS REPORT
On a motion by Commissioner G.Zordan, seconded by Commissioner Benedetto, the board voted unanimously to accept Deputy Chief Giampaolos Report for February 2009.
FIRE MARSHALS REPORT #1135
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the board voted unanimously to accept the Fire Marshals Report for February 2009.
TRAINING OFFICERS REPORT #1153
On a motion by Commissioner Potter, seconded by Commissioner Cook, the board voted unanimously to accept the Training Officers Report for February 2009.
INCIDENT REPORT #1159
On a motion by Commissioner Cook, seconded by Commissioner R.Zordan, the board voted unanimously to accept the Incident Report for February 2009.
POLICE CHIEFS REPORT #1290
On a motion by Commissioner Potter, seconded by Commissioner Cook, the board voted unanimously to accept the Police Chiefs Report for February 2009.
MONTHLY COMMUNICATION REPORT
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the board voted unanimously to accept Officer Shopey’s Monthly Communication Report for February 2009.
EMS PROVIDER ACTIVITY REPORT #1432
On a motion by Commissioner Potter, seconded by Commissioner Cook, the board voted unanimously to accept the EMS Provider Activity Report from Campion for February 2009.
BUS: DEPT. HEADS #1456
On a motion by Commissioner Potter, seconded by Commissioner Cook, the board voted unanimously to consider business by Department Heads.
Acting Chief Maniago spoke of plans for stimulus package monies, including community policing work, drug work, and equipment purchases. He is applying for State Accreditation for the Department, which will bring lower insurance rates, less civil liability, and standardized operating procedures.
Fire Chief Field informed the board of the upcoming Lt. Kaczmarcyk Golf Tournament on June 1, 2009, Fairview Farms Golf Club. He updated the board on Lockout actions.
BUS: VOLUNTEER FIRE DEPTS. #1606
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted unanimously to consider business by Volunteer Fire Departments. No business was presented.
BUS: MAYOR & MEMBERS #1618
On a motion by Commissioner Potter, seconded by Commissioner Cook, the board voted unanimously to consider business by Mayor Bingham and members of the Board of Public Safety.
Commissioner Benedetto wished Officer Galpin well on his tour of duty in Iraq. He asked Officer Shopey to look into the backups at the traffic light by the Post Office. He asked the Mayor how the meeting with Torringford went, and asked about the city’s plans for using the Chief’s test.
Commissioner Potter extended his congratulations to Acting Chief Maniago,
asked if there was a reduction in false alarm calls, and asked if the Fire Dept. was also getting stimulus money. Chief Field spoke of potential grants for prevention, public education, a diesel exhaust system and construction.
Commissioners Zaharek, G.Zordan, and Cook all extended their congratulations to Acting Chief Maniago.
Commissioner R. Zordan asked about the Kennedy Drive traffic light remaining active during winter storms.
Mayor Bingham extended his congratulations to Acting Chief Maniago and said he looks forward to working with him.
ADJOURNMENT #2161
On a motion by Commissioner G.Zordan, seconded by Commissioner Zaharek, the board voted unanimously to adjourn at 8:00 p.m.
