MINUTES
       BOARD OF PUBLIC SAFETY
       FEBRUARY 19, 2009 -- ADJOURNED FROM FEBRUARY 11, 2009
                      
                 A REGULAR  MEETING of the Board of Public Safety was held on Thursday,                                February 19, 2009, in the Council Chambers.

Those in attendance included Mayor Ryan J. Bingham, members of the Board of Public Safety Gerald A. Zordan, Richard L. Zaharek, Douglas J. Benedetto, James E. Potter, Christopher H. Cook, and Police Chief Robert Milano, Deputy Police Chief Michael Maniago, Traffic Officer Robert Shopey, Deputy Fire Chief Jaye Giampaolo, Burrville Volunteer Fire Chief Roger Rougeot, and Director of Operations at Campion Ambulance Fred Rosa.

Mayor Bingham called the meeting to order at 7:05 p.m.


POSTER CONTEST WINNERS #166
On a Motion by Commissioner Potter, seconded by Commissioner Cook, the  board voted unanimously to move agenda item #3 to the beginning of the meeting. Deputy Fire Marshal Hines presented certificates to Poster Contest Winners, Joseph Gainley of East School and Rhiannon Bartek of St. Francis St. Peter School.


MINUTES #235
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board voted unanimously to accept the minutes of the two special meetings held December 29, 2008 and the regular meeting held January 14, 2009.


OPEN TO THE PUBLIC #247
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the board voted unanimously to open the meeting to the public.

Mr. Paul Bentley of Torrington, a retired teacher and freelance writer, submitted a list of 22 questions he had as a concerned taxpayer.


PROMOTION:  J. COOLING #708
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the board voted unanimously to accept Officer Jason Cooling as a regular member of the Torrington Police Department, promoting him from Patrolman P to Patrolman C effective 2/25/09.


FIRE CHIEFS REPORT #737
On a motion by Commissioner Potter, seconded by Commissioner Cook, the board voted unanimously to accept Chief Fields Report for January 2009.


DEPUTY FIRE CHIEFS REPORT #746
On a motion by Commissioner Zordan, seconded by Commissioner Potter, the board voted unanimously to accept Deputy Chief Giampaolos Report for January 2009.


FIRE MARSHALS REPORT #1505
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the board voted unanimously to accept the Fire Marshals Report for January 2009.


TRAINING OFFICERS REPORT #1530
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the board voted unanimously to accept theTraining Officers Report for January 2009.  


INCIDENT REPORT #1580
On a motion by Commissioner Potter, seconded by Commissioner Cook, the board voted unanimously to accept the Incident Report for January 2009.


        POLICE CHIEFS REPORT #1592
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the board voted unanimously to accept Chief Milanos Report for January 2009.

EMS PROVIDER ACTIVITY REPORT #2063
On a motion by Commissioner Benedetto, seconded by Commissioner Potter, the board voted unanimously to accept the EMS Provider Activity Report from Campion for January 2009.
BUS: DEPT. HEADS #2190
On a motion by Commissioner Potter, seconded by Commissioner Cook, the board voted unanimously to consider business by Department Heads.

Deputy Chief Maniago thanked Chief Milano for his 34 years of service.


Chief Milano apologized to the Board that his Retirement letter broke in the newspaper before he notified them. In answer to Mr. Bentley’s questions at the beginning of the meeting, he distributed packets to the Board journaling his responses to Mr. Bentley over time. Chief Milano said he worked very hard to try and accommodate Mr. Bentley as he would any taxpayer. He said that one of his Officers will be activated to Afghanistan in the next six weeks. He corrected his report to say that seven Officers are on light duty with the prospect of a couple taking FMLA due to pregnancy.  Chief Milano stated that he finds anonymous blogs destructive to the public service environment.  


Deputy Fire Chief Giampaolo told the Board what a pleasure it has been to work with Chief Milano.


Director of Operations Fred Rosa echoed those sentiments and added that Campion Ambulance provided Burrville & Torringford Fire Depts.with a CPR and First Aid Course. Campion will be assisting the Police Dept. in CPR retraining.


BUS: VOLUNTEER FIRE DEPTS. #2645
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the board voted unanimously to consider business by Volunteer Fire Departments. No business was presented.


EXECUTIVE SESSION, PERSONNEL #2690
On a motion by Commissioner Zordan, seconded by Commissioner Potter, the board voted unanimously to go into an Executive Session under Personnel at 8:10 p.m.


        OPEN SESSION #2757
On a motion by Commissioner Cook seconded by Commissioner Benedetto, the Board voted unanimously to go into Open Session at 8:39 p.m.


BUS: MAYOR & MEMBERS #2764
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board voted unanimously to consider business by Mayor Bingham and members of the Board of Public Safety.


        Mayor Bingham updated the Board on the East End Dispatch progress.
        He met with the Street Department regarding Water St. snow removal, and said since ..there are far-reaching implications, all options should be considered.


Commissioner Benedetto discussed the second-shift Police Captain position. Chief Milano said that is a Divisional Command Position, not a shift-rotating employee. Commissioner Benedetto told Chief Milano it had been a pleasure working with him.


Commissioners Zaharek, Zordan, Potter and Cook all extended their congratulations and gratitude to Chief Milano for his service to the community.

 ADJOURNMENT #81 (tape 2)
 On a motion by Commissioner Zordan, seconded by Commissioner Zaharek,   the board voted unanimously to adjourn at 8:55 p.m.
