BOARD OF PUBLIC SAFETY
DECEMBER 8, 2004
A REGULAR MEETING of the Board of Public Safety was held on Wednesday, December 8, 2004, in the Council Chambers.
Those in attendance included Mayor Owen J. Quinn, Jr., members of the Board of Public Safety, Richard L. Zaharek, Douglas J. Benedetto, Christopher H. Cook, Carolann Kennedy-Pucino, and Michael Colangelo, Corporation Counsel Al Vasko, Police Chief Robert Milano, Acting Deputy Police Chief Michael Maniago, Traffic Officer Robert Shopey, Fire Chief John Field, and Deputy Fire Chief Jaye Giampaolo. Absent were Board of Public Safety member Thomas T. Telman, Jr., Torringford Volunteer Fire Chief Brian Cornell, Drakeville Volunteer Fire Chief Aaron Picz and Burrville Volunteer Fire Chief Jason Noad.
Mayor Quinn called the meeting to order at 7:45 P.M.
MINUTES #020
On a motion by Commissioner Colangelo, seconded by Commissioner Benedetto, the board voted unanimously to accept the minutes of the regular meeting held November 10, 2004.
OPEN TO THE PUBLIC #025
On a motion by Commissioner Cook, seconded by Commissioner Pucino, the board voted unanimously to open the meeting to the public. There was no public participation.
OFFICERS BECOME REGULAR MEMBERS: POLICE DEPT. #040
On a motion by Commissioner Colangelo, seconded by Commissioner Zaharek, the board voted unanimously to accept Chief Milano’s recommendation that Officers Brian Sultaire and Gregory Wityak be accepted as regular members of the Torrington Police Department after successfully completing their probationary period.
PATROL & SUPPORT SERVICES REPORTS #050
On a motion by Commissioner Pucino, seconded by Commissioner Benedetto, the board voted unanimously to accept the Patrol Division and Support Services Report for November 2004.
INVESTIGATIVE SERVICES REPORT #060
On a motion by Commissioner Zaharek, seconded by Commissioner Colangelo, the board voted unanimously to accept the Investigative Services Report for November 2004.
TRAFFIC UNIT REPORT #070
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted unanimously to accept the Traffic Unit Report for November 2004.
TRAFFIC ENFORCEMENT SQUAD REPORT # 080
On a motion by Commissioner Pucino, seconded by Commissioner Zaharek, the board voted unanimously to accept the Traffic Enforcement Squad Report for November 2004.
ABANDONED VEHICLES REPORT #090
On a motion by Commissioner Zaharek, seconded by Commissioner Pucino, the board voted unanimously to accept the Abandoned Vehicles Report for November 2004.
STORAGE FEE SCHEDULE: POLICE DEPT. #095
On a motion by Commissioner Pucino, seconded by Commissioner Colangelo, the board voted unanimously to establish the following storage fee schedule for vehicles in the Torrington Police Impound Lot.
$15.00 per day for outside storage.
$18.00 per day for fenced-in, outside storage.
$22.00 per day for inside storage.
POLICE DEPARTMENT AWARDS BANQUET #150
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the board voted unanimously to grant permission to the Police Department to hold an Awards Banquet at a date to be announced.
CHIEF FIELD’S REPORT #200
On a motion by Commissioner Benedetto, seconded by Commissioner Pucino, the board voted unanimously to accept Chief Field’s Report for November 2004.
DEPUTY CHIEF’S REPORT #210
On a motion by Commissioner Zaharek, seconded by Commissioner Colangelo, the board voted unanimously to accept Deputy Chief Giampaolo’s Report for November 2004.
FIRE MARSHAL & TRAINING OFFICER’S REPORT #220
On a motion by Commissioner Benedetto, seconded by Commissioner Pucino, the board voted unanimously to accept the reports from the Fire Marshal and the Training Officer for November 2004.
INCIDENT REPORT #230
On a motion by Commissioner Colangelo, seconded by Commissioner Cook, the board voted unanimously to accept the Incident Report for November 2004.
BUS: DEPT. HEADS #240
On a motion by Commissioner Colangelo, seconded by Commissioner Benedetto, the board voted unanimously to consider business presented by Department Heads.
Chief Field reported that the City of Torrington’s Fire Department will be a recipient of a $21,600.00 grant for the Northend Station Vehicle Exhaust System.
BUS: MAYOR & MEMBERS #280
On a motion by Commissioner Pucino, seconded by Commissioner Colangelo, the board voted unanimously to consider business presented by Mayor Quinn and members of the Board of Public Safety.
Commissioner Colangelo inquired whether the Engine Committee could perform their work during regular shift hours instead of doing overtime.
Chief Field indicated that that work had been postponed until it could be re-evaluated.
Mayor Quinn and the board wished each other a happy holiday season.
Mayor Quinn commended Deputy Fire Chief Giampaolo for a job well done on the Pearl Harbor Day ceremonies.
He thanked the Fire Department for using one of their trucks during the activities on Main Street for the tree lighting ceremony.
He also thanked the Fire Department for participating in the Christmas Village Parade and complimented the Police Department for traffic control.
Mayor Quinn reported an outpouring support for the purchase of the new Christmas tree, lights and ornaments and stated that donations took care of the entire purchase price.
Mayor Quinn requested adding the following two items to the agenda by 2/3rds vote; 1) To begin the process of selecting a new Deputy Police Chief, and 2) To elevate Capt. Michael Maniago to the position of Acting Deputy Police Chief.
ADD TO AGENDA: DEPUTY POLICE CHIEF #520
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted unanimously to add to the agenda by 2/3rds vote that the board begin the immediate testing and hiring process for the position of Deputy Police Chief.
ADD TO AGENDA: ACTING DEPUTY POLICE CHIEF #540
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted unanimously to add to the agenda by 2/3rds vote that Capt. Maniago be elevated to the position of Acting Deputy Police Chief, effective immediately.
START HIRING PROCESS FOR DEPUTY POLICE CHIEF #570
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted unanimously to begin the immediate testing and hiring process for the position of Deputy Police Chief.
ACTING DEPUTY POLICE CHIEF #580
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted unanimously to name Capt. Michael Maniago to the position of Acting Deputy Police Chief effective immediately.
ADJOURNMENT #600
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted unanimously to adjourn at 7:57 p.m.
