BOARD OF PUBLIC SAFETY
APRIL 28, 2004
A SPECIAL MEETING of the Board of Public Safety was held on Wednesday, April 28, 2004, in the Council Chambers.
Those in attendance included Mayor Owen J. Quinn, Jr., members of the Board of Public Safety, Richard L. Zaharek, Douglas J. Benedetto, Christopher H. Cook, Carolann Kennedy-Pucino, Michael Colangelo, and Thomas T. Telman, Jr., Corporation Counsel Al Vasko, Police Chief Roger Janelle, and Deputy Police Chief Robert Milano.
Mayor Quinn called the meeting to order at 6:10 P.M.
POLICE DEPARTMENT PROMOTIONS
CAPTAIN #040
Mayor Quinn named the three candidates under consideration for Captain: Michael Maniago, Christopher Smedick, and Francis Balzano.
Commissioner Telman made a motion to promote Christopher Smedick to the position of Captain effective immediately. Commissioner Zaharek seconded the motion.
Commissioners Telman, Zaharek, and Pucino voted in favor of the motion.
Commissioners Colangelo, Cook, and Benedetto opposed. On a 3-3 tie vote, Mayor Quinn voted to oppose the motion. The motion failed.
Commissioner Colangelo made a motion to promote Michael Maniago to the position of Captain effective immediately. Commissioner Cook seconded the motion.
Commissioners Colangelo, Cook, and Benedetto voted in favor of the motion.
Commissioners Telman, Zaharek, and Pucino opposed. On a 3-3 tie vote, Mayor Quinn voted in favor of the motion, promoting Michael Maniago to Captain.
LIEUTENANT #120
Mayor Quinn named the three candidates under consideration for Lieutenant: Michael Emanuel, John Recchini, and Kerwin Anders.
Commissioner Colangelo made a motion to promote Michael Emanuel to the position of Lieutenant. Commissioner Pucino seconded the motion. The vote was unanimous. Michael Emanuel was promoted to the position of Lieutenant.
Mayor Quinn informed the board that the city had received correspondence from the Union pointing out that it was tradition in the Torrington Police Department to have a rule of three Sergeants. Chief Janelle had informed Mayor Quinn that the original list consisted of Michael Denza, John Newkirk, and Bruce Whitely, however, Michael Denza had left the Torrington Police Department approximately six to eight months ago. Therefore, it was the Chief’s interpretation, verified by Corporation Counsel Vasko and their discussions at length with the city’s Labor Attorney, Victor Muschell, that the list, as a field of three, should include John Newkirk, Bruce Whitely, and Michael D’Autorio.
Chief Janelle agreed with Mayor Quinn’s statement.
SERGEANT #230
Commissioner Telman made a motion to promote John Newkirk to the position of Sergeant effective immediately. Commissioner Zaharek seconded the motion. The vote was unanimous.
Chief Janelle articulated the need for an additional Police Sergeant since there were two positions available. One sergeant’s position was vacated when Sergeant Sulkazi retired in March and another sergeant’s position became available this evening with the promotion of Sergeant Emanuel to Lieutenant. He suggested filling the second Sergeant’s position as well.

Commissioner Pucino made a motion to promote Bruce Whitely to the position of Sergeant effective immediately. Commissioner Cook seconded the motion. The vote was unanimous.
ADJOURNMENT #270
On a motion by Commissioner Colangelo, seconded by Commissioner Benedetto, the board voted to adjourn.
