              BOARD OF PUBLIC SAFETY
             APRIL 14, 2004

A   REGULAR  MEETING   of the Board of Public Safety was held on Wednesday, April 14, 2004, in the Council Chambers.

Those attending included Mayor Owen J. Quinn, Jr.,  members of the Board of Public Safety, Richard L. Zaharek, Douglas J. Benedetto, Christopher H. Cook, Carolann Kennedy-Pucino, Michael Colangelo, and Thomas T. Telman, Jr., Corporation Counsel Al Vasko, Police Chief Roger Janelle, Deputy Police Chief Robert Milano, Traffic Officer Robert Shopey, Fire Chief John Field, and Deputy Fire Chief Jaye Giampaolo.

Mayor Quinn called the meeting to order at 7:30 P.M.

                 MINUTES #030
On a motion by Commissioner Pucino, seconded by Commissioner Cook, the board with the exception of Commissioner Telman who abstained, voted to accept the minutes of the regular meeting held March 10, 2004.

OPEN TO THE PUBLIC #040
On a motion by Commissioner Pucino, seconded by Commissioner Colangelo, the board voted to open the meeting to the public.  There was no public participation.

PERMANENT POSITION: RICHARD GOOD #060
On a motion by Commissioner Telman, seconded by Commissioner Benedetto, the board voted to accept Chief Janelle’s recommendation that Detective Richard Good be accepted as a permanent Detective with the Torrington Police Department.

PATROL & SUPPORT SERVICES REPORTS #070
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to accept the Patrol Division & Support Services reports for March, 2004.

INVESTIGATIVE SERVICES REPORT #080
On a motion by Commissioner Pucino, seconded by Commissioner Benedetto, the board voted to accept the Investigative Services Report for March 2004.

TRAFFIC UNIT REPORT #090
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to accept the Traffic Unit Report for March 2004.

Commissioner Telman reported seeing an article in the newspaper about cities’ raising parking fines and asked Officer Shopey if that was a possibility for Torrington.

Officer Shopey indicated that the Council had already approached him about raising fines for Torrington.  He reported that parking fines are set from a city ordinance so the ordinance would have to be amended.

TRAFFIC ENFORCEMENT SQUAD REPORT #130
On a motion by Commissioner Cook, seconded by Commissioner Pucino, the board voted to accept the Traffic Enforcement Squad Report for March 2004.

STREET FAIR #135
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to accept Officer Shopey’s recommendation to seek a permit from the State Traffic Commission to close Main Street between Water and Mason on Sunday, June 27 and Sunday, September 12 between the hours of 10:00 a.m. and 5:00 p.m. for a Street Fair.
        
MEMORIAL DAY PARADE #150
On a motion by Commissioner Pucino, seconded by Commissioner Zaharek,  the board voted to accept Officer Shopey’s recommendation to seek a permit from the State Traffic Commission for the annual Memorial Day Parade scheduled for Monday, May 31 beginning at 9:00 a.m. and roadway closures beginning at 8:30 a.m.

LOADING ZONE: MAIN ST. #170
On a motion by Commissioner Pucino, seconded by Commissioner Zaharek, the board voted with the exception of Commissioner Telman who abstained, to accept Officer Shopey’s recommendation for permission to contact the CT. DOT to change one metered parking space in front of 462 Main street to a Loading Zone.

It was noted that neighbors do not oppose the loading zone.

DARE CAR SHOW #210
On a motion by Commissioner Pucino, seconded by Commissioner Telman, the board voted to accept Officer Shopey’s recommendation to seek a permit from the State Traffic Commission to close Main Street from Pearl to Water and all side streets leading to Prospect Street, on Friday, June 25 between the hours of 4:30 p.m. to 10:00 p.m. for the annual DARE Car Show.  A rain date is scheduled for Sunday, June 27 from 1:00 p.m. to 5:00 p.m.

Should there be a conflict with the Street Fair, the Car Show would move up the street.  

ADD TO AGENDA #230
On a motion by Commissioner Pucino, seconded by Commissioner Colangelo, the board voted to add two traffic items to the agenda by 2/3rds vote.  The items included the Crestwood Road parking and the Litchfield Hills Bicycle Race.

CYSTIC FIBROSIS FOUNDATION WALK #250
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to accept Officer Shopey’s recommendation to seek a permit from the State Traffic Commission for the Cystic Fibrosis Foundation Walk scheduled for Saturday, May 15 from 9:30 a.m. to 1:00 p.m.

CRESTWOOD ROAD PARKING #260
On a motion by Commissioner Pucino, seconded by Commissioner Cook, the board voted to accept Officer Shopey’s recommendation that “No Parking” signs be posted on the east edge of Crestwood Road for a distance of 250 feet.

It was noted that residents made the request.

LITCHFIELD HILLS BICYCLE RACE #320
                 On a motion by Commissioner Pucino, seconded by Commissioner Colangelo, the board voted to accept Officer Shopey’s recommendation to seek a permit from the State Traffic Commission for the closure of Main Street from Water to Church Street  on May 16, 2004 from 10:00 a.m. to 7:00 p.m. for the Litchfield Hills Bicycle Race and to restrict parking on streets that the race will be held on, including Main, Water, Church, Highland, and parts of Prospect, from 7:00 a.m. to 5:00 p.m.

Because it will affect church parking, the organizers of the event assured the city that they will send flyers to everyone affected and will have newspaper coverage.  

CHIEF FIELD’S REPORT #510
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the board voted to accept Chief Field’s Report for March 2004.

DEPUTY CHIEF’S REPORT #520
On a motion by Commissioner Cook, seconded by Commissioner Telman, the board voted to accept Deputy Chief Giampaolo’s Report for March 2004.

FIRE MARSHAL & TRAINING OFFICER’S REPORT #530
On a motion by Commissioner Pucino, seconded by Commissioner Benedetto, the board voted to accept the reports from the Fire Marshal and the Training Officer for March 2004.

INCIDENT REPORT #540
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to accept the Incident Report for March 2004.
BUS: DEPT. HEADS #550
On a motion by Commissioner Pucino, seconded by Commissioner Colangelo, the board voted to consider business presented by Department Heads.  There was none.

BUS: MAYOR & MEMBERS #570
On a motion by Commissioner Pucino, seconded by Commissioner Cook, the board voted to consider business presented by Mayor Quinn and members of the Board of Public Safety.   

Commissioner Benedetto thanked Officer Shopey for the stop signs on Michelin Dr.

Commissioner Pucino thanked Chief Field for changing the format of the Earned Compensatory Time Report.

Commissioner Pucino asked Chief Field if the city’s Training Officer was able to do EMT refreshers, and, if not, would it be possible.

Chief Field said he was not able to do refreshers, but it was being considered.

EXECUTIVE SESSION #630
On a motion by Commissioner Benedetto, seconded by Commissioner Pucino, the board voted to go into executive session under Personnel, Police Department.   Chief Janelle was invited in and Deputy Chief Milano would be called in later.

Deputy Chief Bob Milano entered executive session at 8:09 p.m.

Chief Roger Janelle and Deputy Chief Milano left executive session at 8:14 p.m.

Chief Janelle reentered executive session at 8:50 p.m. and left at 9:05 p.m.

On a motion by Christopher Cook, seconded by Doug Benedetto, the board went into Open Session at 9:05 p.m.

On a motion by Christopher Cook, seconded by Michael Colangelo, the board adjourned at 9:05 p.m.
