              SPECIAL MEETING
BOARD OF PUBLIC SAFETY
             APRIL 12, 2004

A   SPECIAL  MEETING   of the Board of Public Safety was held on Monday, April 12,   2004, in the Council Chambers to discuss budgets.

Those in attendance included Mayor Owen J. Quinn, Jr., members of the Board of Public Safety, Richard L. Zaharek, Douglas J. Benedetto, Christopher H. Cook, Carolann Kennedy-Pucino, Michael Colangelo, and Thomas T. Telman, Jr., Comptroller Alice Proulx, Police Chief Roger Janelle, Fire Chief John Field, Deputy Fire Chief Jaye Giampaolo, Torringford Volunteer Fire Chief Brian Cornell, Chairman of the Board of Commissioners from Torringford Ralph Monscheine, and Drakeville Volunteer Fire Chief Aaron Picz.

Mayor Quinn called the meeting to order at 6:00 P.M.

FIRE DEPARTMENT - CAPITAL PLAN #040
Comptroller Alice Proulx indicated that Chief Field had put together a Capital Plan for the Fire Department that identified projects for the next four to five years.  Several of the listed items may be eligible for grants, and therefore would be deleted if grants were received.  Replacing the boiler in the fire house is the most pressing need.  The actual amount in the capital line item is $33,200.00, an increase of 1.36%.  

On a motion by Commissioner Colangelo, seconded by Commissioner Zaharek, the board voted to give final approval to the Fire Department’s Budget.

PUBLIC SAFETY MISC. #175
The board requested that each department fill out the appropriate form so the three budgets could be reviewed side by side.

Commissioner Benedetto pointed out that Torringford will be more expensive to run since they were dispatched to 55 calls, compared to Burrville’s 17 and Drakeville’s 10.

Commissioner Cook indicated that the board had suggested appropriating more funds to Torringford in the past because it cost them more to operate, however, he believed Chief Cornell had suggested keeping funds evenly distributed amongst the three departments.

                  Drakeville stated that their membership is almost the same as Torringford’s at the present time.  Because of Torringford’s location, they were better able to earn more  revenue from fund raisers.  Drakeville indicated that it cost them the same to purchase a piece of apparatus and maintain it as Torringford. Training would also cost the same.

Commissioner Cook made a motion to approve the Public Safety Miscellaneous Budget.   Commissioner Colangelo seconded the motion.  Unanimous.

On a motion by Commissioner Pucino, seconded by Commissioner Cook, the board voted to adjourn.
