SPECIAL MEETING
BOARD OF PUBLIC SAFETY
MARCH 31, 2004
A SPECIAL MEETING of the Board of Public Safety to discuss budgets, was held on Wednesday, March 31, 2004, in the Council Chambers.
Those in attendance included Mayor Owen J. Quinn, Jr., members of the Board of Public Safety, Richard L. Zaharek, Douglas J. Benedetto, Christopher H. Cook, Carolann Kennedy-Pucino, and Michael Colangelo, Corp. Counsel Al Vasko, Comptroller Alice Proulx, Police Chief Roger Janelle, Deputy Police Chief Robert Milano, Traffic Officer Robert Shopey, Animal Control Officer Anthony Bonaccasio, Fire Chief John Field, Deputy Fire Chief Jaye Giampaolo, Torringford Volunteer Fire Chief Brian Cornell, Chairman of the Board of Commissioners from Torringford Ralph Monschein, and Burrville Volunteer Fire Chief Jason Noad.
Mayor Quinn called the meeting to order at 6:35 P.M.
Commissioner Pucino assumed the chair while Mayor Quinn left to attend a prior commitment.
FIRE DEPARTMENT #050
Chief Field indicated that his budget had increased by $17,086.00. He suggested appropriating an additional $25,000.00 to $30,000.00 in a new Line Item for Capital Expenditures to cover the cost of a new boiler which he expected to be a necessity in the near future.
Ms. Proulx indicated that the Chief would have to establish a capital plan similar to the Police Department’s for any long term commitment or capital improvement. The establishment of a capital plan would be in addition to Chief Field’s proposed budget.
The board directed Chief Field to present them with a capital plan. It will be discussed and voted upon during a special meeting on April 12.
On a motion by Commissioner Colangelo, seconded by Commissioner Cook, the board voted to tentatively approve the Fire Department Budget.
CIVIL PREPAREDNESS #860
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to approve the Civil Preparedness Budget.
CANINE #920
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted to approve the Canine Budget.
POLICE DEPARTMENT #1100
Mayor Quinn returned and assumed the chair.
On a motion by Commissioner Cook, seconded by Commissioner Pucino, the board voted to approve the Police Budget, including the Capital Reserve.
TRAFFIC BUDGET #1800
On a motion by Commissioner Cook, seconded by Commissioner Zaharek,
the board voted to approve the Traffic Budget.
PUBLIC SAFETY MISCELLANEOUS #2280
Mayor Quinn’s recommendation was for the Public Safety Miscellaneous Budget to remain the same.
Chairman of the Board of Commissioners, Ralph Monschiene of the Torringford Volunteer Fire Department, indicated that his department had requested 5% less this year in their budget, despite the fact that their insurance had increased by 20%.
Mr. Monschiene stated his department would like the board to take a second look at the $25,000.00 for each Volunteer Department in Line Item 5453.0001, and keep the $15,000.00 in Line 5453.0000 and the Fuel Line Item intact.
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to tentatively approve the Public Safety Miscellaneous Budget and to revisit it upon receiving more information from the volunteers and the three volunteer budgets are placed side by side on a specific format.
A special meeting of the Board of Public Safety was scheduled for Monday, April 12 at 6:00 p.m. prior to the special City Council meeting on budgets.
