BOARD OF PUBLIC SAFETY
FEBRUARY 11, 2004
A REGULAR MEETING of the Board of Public Safety was held on Wednesday, February 11, 2004, in the Council Chambers.
Those in attendance included Mayor Owen J. Quinn, Jr., Board of Public Safety members, Richard L. Zaharek, Christopher H. Cook, Michael Colangelo, and Thomas T. Telman, Jr., Corporation Counsel Al Vasko, Police Chief Roger Janelle, Deputy Police Chief Robert Milano, Traffic Officer Robert Shopey, Fire Chief John Field, Deputy Fire Chief Jaye Giampaolo, Fire Marshal Timothy Taurau, and Torringford Volunteer Fire Chief Brian Cornell. Absent were Commissioners Douglas J. Benedetto and Carolann Kennedy-Pucino, Drakeville Volunteer Fire Chief Aaron Picz, and Burrville Volunteer Fire Chief Jason Noad.
Mayor Quinn called the meeting to order at 7:20 p.m., following a meeting of the Board of Trustees of the Police & Firemen’s Pension Fund scheduled for 7:00 p.m.
MINUTES #130
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board, with the exception of Commissioner Telman who abstained, voted to accept the minutes of the regular meeting held January 14, 2004.
PATROL & SUPPORT SERVICES REPORTS #160
On a motion by Commissioner Cook, seconded by Commissioner Zaharek, the board voted to accept the Patrol Division and Support Services reports for January 2004.
INVESTIGATIVE SERVICES REPORT #160
On a motion by Commissioner Zaharek, seconded by Commissioner Cook, the board voted to accept the Investigative Services Report for January 2004.
TRAFFIC UNIT REPORT #170
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted to accept the Traffic Unit Report for January 2004.
TRAFFIC ENFORCEMENT SQUAD REPORT #180
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted to accept the Traffic Enforcement Squad Report for January 2004.
HARTFORD AVENUE #190
On a motion by Commissioner Cook, seconded by Commissioner Zaharek, the board voted to accept Officer Shopey’s recommendation to seek a permit from the State Traffic Commission to install a 25-MPH speed limit sign on Hartford Avenue.
WALKAMERICA #210
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted to accept Officer Shopey’s recommendation to seek a permit from the State Traffic Commission for the annual March of Dimes WalkAmerica scheduled for Sunday, April 25, 2004 beginning at 9:00 A.M.
COMMENCEMENT EXERCISES, T.H.S. #220
On a motion by Commissioner Zaharek, seconded by Commissioner Cook, the board voted to accept Officer Shopey’s recommendation that Torrington High School be allowed to hold their commencement exercise on Sunday, June 13, 2004 at the Warner Theater and that Main Street be closed between Water Street and Maiden Lane between the hours of 5:00 p.m. and 6:00 p.m. and again between the approximate hours of 8:00 p.m. and 9:00 p.m. and that the Traffic Division make application to the State Traffic Commission for the necessary permits.
CHIEF FIELD’S REPORT #240
On a motion by Commissioner Colangelo, seconded by Commissioner Zaharek, the board voted to accept Chief Field’s Report for January 2004.
DEPUTY CHIEF GIAMPAOLO’S REPORT #250
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted to accept Deputy Chief Giampaolo’s Report for January 2004.
FIRE MARSHAL’S REPORT #260
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted to accept the Fire Marshal’s report for January 2004.
TRAINING OFFICER’S REPORTS #280
On a motion by Commissioner Zaharek, seconded by Commissioner Cook, the board voted to accept the Training Officer’s reports for December 2003 and January 2004.
INCIDENT REPORT #290
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted to accept the Incident Report for January 2004.
BUS: DEPT. HEADS #300
On a motion by Commissioner Zaharek, seconded by Commissioner Cook, the board voted to consider business presented by Department Heads.
Chief Janelle requested adding an item to the Agenda by 2/3rds vote in regard to a personnel matter.
ADD TO AGENDA #320
On a motion by Commissioner Cook, seconded by Commissioner Zaharek, the board voted to add the item to the Agenda.
Chief Janelle indicated that a vacancy occurred with Captain Kenniston’s retirement and, under the Union contract, the Board of Public Safety has the option to either continue the position or abolish it. The contract further specifies that any promotion is to be made within ninety days or any abolishment is to be made within sixty days. Chief Janelle’s recommendation is to keep the position since it’s an important step in the chain of command for the department. Only Lieutenants will be eligible for the Captain’s position, and testing will be required. Should the board decide to follow through with the Captain’s promotion, Chief Janelle further recommends running a Lieutenant’s test simultaneously so someone will be ready to fill the Lieutenant’s
position as well. Both positions are currently budgeted. Testing will also be required for Lieutenant.
POST POSITIONS FOR CAPTAIN AND LIEUTENANT #410
On a motion by Commissioner Cook, seconded by Commissioner Colangelo, the board voted to post for the positions of Captain and Lieutenant.
Chief Field thanked the Police Department, the Torringford Volunteer Fire Department and Campion Ambulance for their assistance at the Laurel Acres fire last month.
Fire Marshal Timothy Taurau presented awards to the following winners of the Fire Prevention Poster Contest.
Benjamin Clapper, Fourth Grade student at Vogel Wetmore School
Faithe Korot, Fourth Grade student at Vogel Wetmore School
LaShaun Groman, Fifth Grade student at Vogel Wetmore School
Cody Brackett, Fifth Grade student at Vogel Wetmore School
Torringford Volunteer Fire Chief Brian Cornell informed the board that every member of his department was currently CPR certified.
Chief Cornell thanked Mayor Quinn for coming to his department’s aid when they realized they were running out of fuel oil.
BUS: MAYOR & MEMBERS #620
On a motion by Commissioner Cook, seconded by Commissioner Zaharek, the board voted to consider business presented by Mayor Quinn and members of the Board of Public Safety.
Commissioner Zaharek suggested further honoring the fine young people who won the Fire Prevention Contest by displaying their art work somewhere in City Hall.
Mayor Quinn agreed that it would be a nice gesture to hang the posters in City Hall for a month.

On a motion by Commissioner Zaharek, seconded by Commissioner Cook, the board voted to adjourn at 7:40 p.m.
