              BOARD OF PUBLIC SAFETY
             JANUARY 14, 2004

A   REGULAR  MEETING   of the Board of Public Safety was held on Wednesday,   January 14, 2004, in the Council Chambers.

Those in attendance included Mayor Owen J. Quinn, Jr.,  members of the Board of Public Safety, Richard L. Zaharek, Douglas J. Benedetto, Christopher H. Cook, and Michael Colangelo, Corporation Counsel Al Vasko, Police Chief Roger Janelle, Deputy Police Chief Robert Milano, Traffic Officer Robert Shopey, Fire Chief John Field,  Deputy Fire Chief Jaye Giampaolo, and Torringford Volunteer Fire Chief Brian Cornell.  Absent were Commissioners Carolann Kennedy-Pucino and Thomas T. Telman, Jr., Drakeville Volunteer Fire Chief Aaron Picz, and Burrville Volunteer Fire Chief Jason Noad.

Mayor Quinn called the meeting to order at 7:26 p.m. immediately following a meeting of the Board of Trustees.

MINUTES #170
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the board voted to accept the minutes of the regular meeting held December 10, 2003.

OPEN TO THE PUBLIC #180
                 On a motion by Commissioner Colangelo, seconded by Commissioner Zaharek, the board voted to open the meeting to the public.  There was no public participation.

PROMOTION: SERGEANT #210
Commissioner Cook made a motion to promote Officer Mark Cattey to the position of Sergeant.  Commissioner Zaharek seconded the motion.  Unanimous.

PROMOTION: DETECTIVE #230
Commissioner Cook made a motion to promote Officer Bart Barown to the position of Detective.  Commissioner Benedetto seconded the motion.  Unanimous.

Mayor Quinn administered the oath of office of Sergeant and Detective to Officers Mark Cattey and Bart Barown respectively.  

REPORT: SHARON AVENUE #480
Chief Janelle reported that all three shifts had been checking for possible hazardous road conditions on Sharon Avenue and to date, none had been reported.

Chief Field also indicated that the Fire Department had found no hazardous road conditions when checking Sharon Avenue during different weather conditions.   

PATROL & SUPPORT REPORTS #540
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the board voted to accept the reports from the Patrol Division and Support Services for December 2003.

INVESTIGATIVE SERVICES REPORT #550
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to accept the Investigative Services Report for December 2003.

TRAFFIC UNIT REPORT #560
On a motion by Commissioner Cook, seconded by Commissioner Zaharek, the board voted to accept the Traffic Unit Report for December 2003.

TRAFFIC ENFORCEMENT SQUAD REPORT #570
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to accept the Traffic Enforcement Squad Report for December 2003.

CHIEF FIELD’S REPORT #580
On a motion by Commissioner Colangelo, seconded by Commissioner Cook, the board voted to accept Chief Field’s Report for December 2003.

DEPUTY CHIEF GIAMPAOLO’S REPORT #590
On a motion by Commissioner Zaharek, seconded by Commissioner Cook, the board voted to accept Deputy Chief Giampaolo’s Report for December 2003.

FIRE MARSHAL REPORT #600
On a motion by Commissioner Colangelo, seconded by Commissioner Cook, the board voted to accept the report from the Fire Marshal for December 2003.

INCIDENT REPORT #610
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to accept the Incident Report for December 2003.

BUSINESS: DEPT. HEADS #620
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to consider business presented by Department Heads.  

Chief Janelle requested adding an executive session to the agenda by 2/3rds vote under Personnel, Police Department.

ADD TO AGENDA: EXECUTIVE SESSION #640
On a motion by Commissioner Colangelo, seconded by Commissioner Zaharek, the board voted to add the executive session to the Agenda.

Chief Janelle stated that the Police Department was trying to make up the number of recent retirees by hiring new people.  He reported having made job offers to Shawn Ficke and Paul Kalisz and asked the board to appoint them as Probationary Police Officers pending the successful completion of their background investigation and medical and cardiac exams.  Two seats had been obtained at the Hartford Police Academy for February 2nd.

Commissioner Cook made a motion to hire Shawn Ficke and Paul Kalisz as Probationary Police Officers to the Torrington Police Department pending the successful completion of what was needed.  Commissioner Colangelo seconded the motion.  Unanimous.

Deputy Chief Milano requested that a letter be sent on behalf of the board to each of the retirees who were approved for retirement during the Board of Trustees meeting prior to this meeting, thanking them for their years of service.

Mayor Quinn indicated that his office would do so.

Officer Shopey reported no problems or complaints with the 15 minute loading zone recently installed on Calhoun Street.

BUS: MAYOR & MEMBERS #830
On a motion by Commissioner Cook, seconded by Commissioner Benedetto, the board voted to consider business presented by Mayor Quinn and members of the Board of Public Safety.    There was none.

EXECUTIVE SESSION: PERSONNEL, POLICE #850
On a motion by Commissioner Benedetto, seconded Commissioner Cook, the board voted to go into an executive session under Personnel: Police Department at 7:50 p.m.  Chief Janelle and Deputy Chief Milano were invited.

OPEN SESSION
On a motion by Christopher Cook, seconded by Michael Colangelo, the board went into open session at 8:15 p.m.

On a motion by Christopher Cook, seconded by Douglas Benedetto, the board moved to reinstate Joseph Fantozzi to the position of probationary police officer.

On a motion by Christopher Cook, seconded by Douglas Benedetto, the board adjourned at 8:16 p.m.
