BOARD OF PUBLIC SAFETY
NOVEMBER 12, 2003
A REGULAR MEETING of the Board of Public Safety was held on Wednesday, November 12, 2003, in the Council Chambers.
Those attending included, Mayor Owen J. Quinn, Jr. (arrived at 8:00 p.m.), Commissioners of the Board of Public Safety, Richard L. Zaharek, Robert C. Zordan, Thomas T. Telman, Jr. James E. Potter, and Carolann Kennedy-Pucino, Corporation Counsel Al Vasko, Police Chief Roger Janelle, Deputy Police Chief Robert Milano, Traffic Officer Robert Shopey, Fire Chief John Field, and Torringford Volunteer Fire Chief Brian Cornell.
In Mayor Quinn=s absence, Commissioner Pucino called the meeting to order at 7:40 P.M.
MINUTES #020
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board accepted the minutes of the special meeting held September 17, 2003.
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board accepted the minutes of the regular meeting held October 8, 2003.
OPEN TO THE PUBLIC #040
There was no public participation.
ADD ITEM TO AGENDA #050
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board added an executive session under Pending Litigations, Fire Department, to be held at the end of the meeting.
PATROL & SUPPORT REPORTS #060
On a motion by Commissioner Zordan, seconded by Commissioner Zaharek, the board accepted the reports from the Patrol Division and Support Services for October 2003.
INVESTIGATIVE SERVICES REPORT #070
On a motion by Commissioner Zaharek, seconded by Commissioner Potter, the board accepted the Investigative Services Report for October 2003.
TRAFFIC UNIT REPORT #075
On a motion by Commissioner Zordan, seconded by Commissioner Zaharek, the board accepted the Traffic Unit Report for October 2003.
TRAFFIC ENF. SQUAD REPORT #080
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board accepted the Traffic Enforcement Squad Report for October 2003.
CRESTWOOD ROAD #090
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board after a brief discussion, voted to post ANo Parking@ signs on the west edge of Crestwood Road for a distance of 250 feet.
PROSPECT STREET #130
On a motion by Commissioner Potter, seconded by Commissioner Telman, a discussion took place in regard to increasing restricted parking from the present 25 feet to 50 feet on Prospect Street, south of the Torrington Housing Authority building.
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board increased restricted parking from the present 25 feet to 50 feet on Prospect Street, south of the Torrington Housing Authority building.
CHRISTMAS VILLAGE PARADE #180
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board voted to obtain a permit from the State Traffic Commission to hold the annual Christmas Village parade on Main Street on Sunday December 7, 2003 beginning at 12:00 p.m., and to approve any related closures or detours.
ANNUAL TREE LIGHTING #200
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board voted to obtain a permit from the State Traffic Commission to close Main Street between Church Street and Mason Street on November 28, 2003 from 5:00 p.m. to 7:00 p.m. for the annual tree lighting ceremony at City Hall.

On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board added the following item to the agenda by 2/3rds vote.
HARWINTON AVENUE #230
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board after a brief discussion, voted to post as ANo Parking@ the west edge of Harwinton Avenue, from the Route 8 north entrance ramp to the city line.
CHIEF FIELD=S REPORT #290
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board accepted Chief Field=s report for October 2003.
DEPUTY CHIEF=S REPORT #300
On a motion by Commissioner Zaharek, seconded by Commissioner Potter, the board accepted Deputy Chief Giampaolo=s report for October 2003.
FIRE MARSHAL & TRAINING OFFICER=S REPORT #310
On a motion by Commissioner Potter, seconded by Commissioner Zordan, the board accepted the Fire Marshal=s and Training Officer=s report for October 2003.
INCIDENT REPORT #320
On a motion by Commissioner Zaharek, seconded by Commissioner Potter, the board accepted the Incident Report for October 2003.
BUS: DEPT. HEADS. #330
On a motion by Commissioner Potter, seconded by Commissioner Telman, the board considered business presented by Department Heads.
ADD TO AGENDA #350
On a motion by Commissioner Zordan, seconded by Commissioner Potter, the board added the retirement of Officer Leonard Bryam to the agenda by 2/3rds vote.
RETIREMENT: OFF. LEONARD BYRAM #360
On a motion by Commissioner Potter, seconded by Commissioner Telman, the board accepted with much appreciation the retirement of Officer Leonard Byram, effective January 20, 2004, after having completed 34 years of service in the Police Department and 4 years in the military.
Chief Janelle requested permission to explore the possibility of installing a Resource Officer at the Middle School. Chief Janelle informed the board that the Superintendent of Schools was in favor of the idea and that he had indicated he might be able to fund the position, at least partially. Federal funding was not available at this time; however, it may be in the future. Chief Janelle stated that he would use existing personnel so the money funded by the Board of Education would pay the overtime for the officer replacing the one sent to the Middle School. The position would probably be filled in early 2004. Federal funding will be applied for in the new grant period.
The board gave Chief Janelle permission to explore the possibility of installing a Resource Officer at the Middle School.
ADD TO AGENDA #450
On a motion by Commissioner Potter, seconded by Commissioner Telman, the board added an executive session under Personnel, for the Police Department.
Deputy Chief Milano said he enjoyed working with Commissioners Potter and Zordan and wished them well.
Chief Field thanked Commissioners Potter and Zordan for all they had done for the Fire Department, and congratulated Commissioner Zaharek.
Torringford Volunteer Fire Chief Brian Cornell reported that the three departments had eight new drivers, thanks to the excellent training given by Larry Hepburn.
He reported that 240 people had attended their Annual Ball and that they would soon have Christmas trees for sale.
Chief Cornell congratulated Commissioner Zaharek and thanked Commissioners Potter and Zordan for their support throughout the years. The volunteers appreciated their hard work.
He pointed out that Commissioners Potter and Zordan served on the Fire Service Coordination Committee and hoped Mayor Quinn would soon replace them.
On behalf of the Drakeville Volunteer Fire Department, Dennis Tanner extended his thanks to Commissioners Potter and Zordan and wished them well, and congratulated Commissioner Zaharek.
He reported that the department was nearly done with their hose testing and that they had just completed their yearly hazardous material classroom and practical drills thanks to Larry Hepburn. Their trucks passed DOT inspections, and they just ordered five more portable high band radios.
As Chief Cornell had reported, Drakeville had two new Q2 qualified drivers. They also increased their Fire Police force.
Mr. Tanner thanked Mayor Quinn for attending one of their most successful pasta dinners.

BUS: MAYOR & MEMBERS #700
Business was presented by Mayor Quinn and members of the Board of Public Safety.
Commissioner Pucino commended the Police and Fire Department for a successful Safety Jamboree.
She pointed out that residents neighboring Oliver Wolcott Tech. School were pleased with recent changes in the area.
Commissioners Potter and Zordan were commended for their fine work as Commissioners of the Board of Public Safety. Mr. Benedetto and Mr. Colangelo were congratulated on their recent election to the Board of Safety.
Mayor Quinn said he considered Commissioners Potter and Zordan friends. He had respect for the job they did serving this board and the City of Torrington.
EXECUTIVE SESSIONS #940
The board went into an executive session at 8:10 p.m. under Personnel for the Police Department and Pending Litigation for the Fire Department. Chief Janelle, Deputy Chief Milano, and Chief Field were invited for their respective matters.
