MINUTES SPECIAL JOINT MEETING
CITY COUNCIL & WPC AUTHORITY & THE BOARD OF PUBLIC SAFETY
March 31, 2015
A SPECIAL JOINT MEETING was held by the City Council & WPC Authority and the Board of Public Safety in the City Hall Auditorium on Tuesday, March 31, 2015.
Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, City Councilors Paul Cavagnero, Drake Waldron, Gregg Cogswell, Anne Ruwet and Paul Samele and Board of Public Safety Commissioners Richard Zaharek, Robert Conforti, Glenn McLeod and Darlene Battle. Comptroller Alice Proulx, Deputy Comptroller Gina Casper, Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick, Traffic Officer Steven Pisarski, Fire Chief Gary Brunoli and Deputy Fire Chief Christopher Pepler were also present. City Councilor Christopher Anderson and Board of Public Safety Commissioners Angelo LaMonica and Douglas Benedetto were absent.
Mayor Carbone called the meeting to order at 6:36 p.m. beginning with the Pledge of Allegiance.
MAYORAL APPOINTMENTS: Board of Ethics
On a motion by Councilor Ruwet, seconded by Councilor Samele, the Council voted unanimously to accept the Mayor’s appointment of Samuel Slaiby, Jane Vannini, Gerald Zordan, and Michael Sartori as regular members of the Board of Ethics for three-year terms to expire September 1, 2017 and Alternate members Tony Turina and Sharla Roy.
FINAL APPROVALS: Public Safety Budgets
Dept. 19 Public Safety Misc.
On a motion by Commissioner McLeod, seconded by Commissioner Conforti, the Board of Public Safety voted unanimously to give their final approval to the Public Safety Miscellaneou budget of $2,231,903.
Dept. 20 Emergency Management
On a motion by Commissioner Battle, seconded by Commissioner McLeod, the Board of Public Safety voted unanimously to give their final approval to the Emergency Mgt. budget of $36,167.
Dept. 22 Fire Dept.
On a motion by Commissioner Zaharek, seconded by Commissioner Conforti, the Board of Public Safety voted unanimously to give their final approval to the Fire Dept. budget of $5,008,081.
Dept. 22-19 Volunteer Fire Depts.
On a motion by Commissioner Zaharek, seconded by Commissioner Conforti, the Board of Public Safety voted unanimously to give their final approval to the Volunteer Fire Departments budget of $128,242.
Dept. 23 Police Dept.
On a motion by Commissioner McLeod, seconded by Commissioner Conforti, the Board of Public Safety voted unanimously to give their final approval to the Police Dept. budget of $8,760,915.
Dept. 21 Animal Control
On a motion by Commissioner McLeod, seconded by Commissioner Zaharek, the Board of Public Safety voted unanimously to give their final approval to the Animal Control budget of $270,941.
Dept. 24 Traffic Dept.
On a motion by Commissioner Zaharek, seconded by Commissioner McLeod, the Board of Public Safety voted unanimously to give their final approval to the Traffic Dept. budget of $352,554.
ADJOURNMENT
On a motion by Commissioner Conforti, seconded by Commissioner Zaharek, the Council voted unanimously to adjourn at 7:20 p.m.
