SPECIAL JOINT MEETING
BOARD OF FINANCE, BOARD OF PUBLIC SAFETY AND CITY COUNCIL & WPC AUTHORITY
MAY 15, 2017

A SPECIAL JOINT MEETING of the City Council & WPC Authority, the Board of Public Safety and the Board of Finance was held in the City Hall Auditorium on Monday, May 15, 2017.  Present were Mayor Elinor Carbone, City Councilors Paul Cavagnero, Gregg Cogswell, Anne Ruwet, Daniel Farley, Luisa Noujaim, and Drake Waldron.  Board of Finance Members present were Mark Bushka, Laurene Pesce, Joshua Ferreira, Christopher Anderson and Frank Rubino.  Board of Public Safety Commissioners present were Angelo LaMonica, Richard Zaharek, Robert Conforti, Glenn McLeod and Darlene Battle.  Board of Finance Member JoAnn Fenty and Board of Public Safety Commissioner Douglas Benedetto were absent.

Mayor Carbone called the meeting to order at 6:00 p.m. starting with the Pledge of Allegiance.
Body Cameras for Police Dept.
David DeRosa and Salvatore DeMauro of Axon presented information on Body Cameras for the Police Department.

Recess
At 6:33 p.m., Mayor Carbone called a recess, and reconvened the meeting at 6:42 p.m.

Body Cameras for Police Dept.
On a motion by Councilor Farley, seconded by Commissioner Battle, the three Boards voted 15/1 with Mrs. Pesce opposed, to waive the bid process and move forward with the purchase of Axon Body Cameras under the ‘Officer Safety’ plan, including additional CAD and RMS, contingent upon approval from the Connecticut Office of Policy & Management’s assurance that they will allow this sole-source purchase for their funding-reimbursement grant, and contingent upon financing still being available from the State of Connecticut after the State budget is determined.

Budget Transfers for Server Upgrade at Police Dept.
On a motion by Mr. Anderson, seconded by Councilor Cogswell, the City Council & WPC Authority and the Board of Finance voted unanimously to approve the Police Department Budget Transfer Request dated May 8, 2017 to facilitate the purchase, through an RFP process, of an upgrade to the VMware virtualization and storage infrastructure that supports the Police Department's applications and records data, including the replacement of four (4) Hewlett Packard (HP) servers, two HP storage arrays and an increase to network connectivity.

Adjournment
On a motion by Councilor Waldron, seconded by Councilor Ruwet, the Board voted unanimously to adjourn at 7:19 p.m.

PUBLIC HEARING
CITY COUNCIL & WPC AUTHORITY
MAY 15, 2017

A PUBLIC HEARING of the City Council & WPC Authority was held in the City Hall Auditorium on Monday, May 15, 2017.  Present were Mayor Elinor Carbone, City Councilors Paul Cavagnero, Gregg Cogswell, Anne Ruwet, Daniel Farley, Luisa Noujaim, and Drake Waldron.  Water Pollution Control Administrator Raymond Drew was also present.

Mayor Carbone called the Public Hearing to order at 6:33 p.m.  
 
City Clerk Joseph Quartiero read the legal notice.

WPCA Administrator Ray Drew noted that his operations maintenance budget proposal is $3,058,662, with a debt service portion of $258,343, and a sinking fund repayment of $1,523,353 for a total budget proposal of $4,840,358.  He said the projected income is $4,435,848 at the $224 rate, leaving a deficit of $404,000.  Mr. Drew recommended a rate of $250, saying we would still be the lowest in the state.
There was no one from the public who wished to speak.  

Mayor Carbone closed the public hearing at 6:42 p.m.
