SPECIAL JOINT MEETING                                           
CITY COUNCIL & WPC AUTHORITY & THE BOARD OF PUBLIC SAFETY
April 5, 2017

A  SPECIAL JOINT MEETING was held by the City Council & WPC Authority and the Board of Public Safety in the City Hall Auditorium on Wednesday, April 5, 2017.

Those in attendance included Mayor Elinor Carbone, City Councilors Drake Waldron, Gregg Cogswell, Anne Ruwet, Daniel Farley, Paul Cavagnero and Luisa Noujaim and Board of Public Safety Commissioners Angelo LaMonica, Richard Zaharek, Douglas Benedetto, Robert Conforti and Darlene Battle.  Comptroller Alice Proulx, Deputy Comptroller Gina Casper, Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick, Traffic Officer Steven Pisarski, Fire Chief Gary Brunoli, Deputy Fire Chief Christopher Pepler and Fire Marshal Bascetta were also present. Board of Public Safety Commissioner Glenn McLeod was absent.  

Mayor Carbone called the meeting to order at 6:27 p.m.  

ADVANCE FY17/18 PUBLIC SAFETY BUDGETS TO CITY COUNCIL

EMERGENCY MANAGEMENT
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board of Public Safety voted unanimously to give their final approval to the Emergency Mgt. budget of $35,611, and advance it to City Council.

FIRE DEPT.
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board of Public Safety voted unanimously to give their final approval to the Fire Dept. budget of $5,110,487, and advance it to City Council.

VOLUNTEER FIRE DEPTS.
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board of Public Safety voted unanimously to give their final approval to the Volunteer Fire Departments budget of $89,758, and advance it to City Council.

POLICE DEPT.
On a motion by Commissioner Battle, seconded by Commissioner Conforti, the Board of Public Safety voted unanimously to give their final approval to the Police Dept. budget of $8,776,072, and advance it to City Council.

ANIMAL CONTROL
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board of Public Safety voted unanimously to give their final approval to the Animal Control budget of $260,123, and advance it to City Council.

TRAFFIC DEPT.
On a motion by Commissioner Zaharek, seconded by Commissioner LaMonica, the Board of Public Safety considered giving their final approval to the Traffic Dept. budget of $344,685, and advance it to City Council.

Restore PEO Hours
Commissioner Benedetto made a motion to restore $7346.56 to the regular wages line item for the Parking Enforcement Officer, seconded by Commissioner Zaharek.  Commissioner Benedetto said this revenue-generating position should not be reduced, due to the anticipated additional parking at the new courthouse.  

        Councilor Cavagnero arrived at 6:33 p.m.

Chief Maniago expressed concern about finding equivalent reductions for a zero budget.  Mayor Carbone said further discussions on this could be held with City Council.  Councilor Farley expressed his opposition, saying there are other serious issues that need to be addressed before that.  Commissioner Benedetto noted a recent drug bust and a recent fatality, saying our Patrol Division is already busy.  The Board of Public Safety voted unanimously to restore $7346.56 to the regular wages line item for the Parking Enforcement Officer.

Commissioner Zaharek amended his motion, Commissioner LaMonica amended his second, and the Board of Public Safety voted unanimously to give their final approval to the Traffic Dept. budget of $352,594, and advance it to City Council.

ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the meeting was adjourned at 6:40 p.m.
