MINUTES                                                                                                                               
BOARD OF PUBLIC SAFETY
February 1, 2017

A REGULAR MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wed., Feb. 1, 2017.

Those in attendance included Mayor Elinor Carbone, and Commissioners Darlene Battle, Douglas Benedetto, Glenn McLeod and Robert Conforti.  Commissioners Richard Zaharek and Angelo LaMonica were absent.  Also present were Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick, Traffic Officer Stephen Pisarski, Fire Chief Gary Brunoli, Deputy Fire Chief Christopher Pepler, Fire Dept. Training Officer David Tripp, and Campion Ambulance Director of Operations Fred Rosa, along with representatives from Burrville VFD and Torringford VFD.

Mayor Carbone called the meeting to order at 6:31 p.m. starting with the Pledge of Allegiance.

AWARDS
Four Fire Prevention Poster Contest Winners were commended for their achievement and Deputy Chief Smedick received a plaque commemorating 35 years of service.

MINUTES
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept the minutes of the Regular meeting held January 4, 2017.

OPEN TO PUBLIC
On a motion by Commissioner Conforti, seconded by Commissioner McLeod, the Board voted unanimously to open the meeting to the public.  

Charles Marciano thanked Campion Ambulance for providing the Torringford Fire Police with an ambulance, and the Oneglia family and O & G for donating to the ambulance’s repair.  He recognized and commended the members of the Fire Police present at the meeting.

NEW FIREFIGHTER HIRING CHANGES
On a motion by Commissioner Battle, seconded by Commissioner Conforti, the Board voted unanimously to accept the New Firefighter Hiring Changes described in Chief Brunoli’s letter dated November 9, 2016, amended to include that CPAT training is to be completed at the time of application.

ADD TO AGENDA
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to add to the agenda.

EXECUTIVE SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to enter executive session under Personnel to discuss hiring an applicant, at 6:47 p.m., inviting Chief Maniago and Deputy Chief Smedick.

OPEN SESSION
On a motion by Commissioner Conforti, seconded by Commissioner McLeod, the Board voted unanimously to enter open session at 6:56 p.m.

HIRE POLICE OFFICER
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to hire Justin Tomlin as a Patrolman B with a starting date at the discretion of the Chief.

PURCHASE UPS SYSTEM FOR POLICE DEPT.
On a motion by Commissioner Conforti, seconded by Commissioner McLeod, the Board voted unanimously to accept the IT Director’s, Police Captain’s, and Purchasing Agent’s recommendation to purchase an Easton 9170+ UPS System with 5-year Flex Plan Warranty coverage for $17,919.96 from Bomara Assocs. of Chelmsford, MA, pending City Council approval on February 6th.

REPORTS
On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept Police Chief Maniago’s Report.   

On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept Officer Pisarski's Traffic Operations Unit Report.

On a motion by Commissioner McLeod, seconded by Commissioner Conforti, the Board voted unanimously to accept Fire Chief Brunoli's Report.
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report.

On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept Training Officer Tripp's Report.

On a motion by Commissioner McLeod, seconded by Commissioner Battle, the Board voted unanimously to accept the Emergency Management Report.

On a motion by Commissioner Conforti, seconded by Commissioner Battle, the Board voted unanimously to accept the Fire Marshal’s report.

On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept the EMS Provider Activity Report.

BUSINESS: VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to consider business by Volunteer Fire Departments.  Torringford had no report and Burrville announced two upcoming fundraisers, a Mother’s Day Breakfast on May 14th and Annual Car Show on May 21st.
 
BUSINESS:  DEPT. HEADS  
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to consider business by Department Heads.  

Chief Maniago had no further business to report.

Deputy Chief Smedick thanked Chief Maniago for the award.

Chief Brunoli announced upcoming events the Fire Dept. will participate in, such as the Winter Carnival.  He also announced the Red Cross-United Way Fire Safety Smoke Detector program starting March 6th.  Chief Brunoli urged the Board to complete the Stakeholders Survey for his Five-Year Strategic Plan and commended his Department for their work at a Chestnut Avenue fire.  He recognized two pharmacists at Stop & Shop for their assistance at a medical call on December 29, 2016.

Mr. Rosa urged everyone to stay healthy and try to prevent the flu.

BUSINESS:  MAYOR & MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.

All Members expressed their appreciation to the Fire Police, congratulated the Poster Contest Winners and Deputy Chief Smedick, and thanked the Boy Scouts for attending.

Commissioner Benedetto questioned a sharp corner on Saw Mill Hill Road and the accidents that occur there.
Chief Maniago said that there have been 3 accidents since 2011, that the corner was evaluated and found to need no guard rails, that signs will be installed and that the cause is excessive speed.

Mayor Carbone added her own appreciation to Chief Brunoli for his work on the Strategic Plan.  She also expressed her gratitude to Chief Maniago for his assistance with blight issues.

ADJOURNMENT  
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to adjourn at 7:13 p.m.
