REGULAR MEETING                                         
BOARD OF PUBLIC SAFETY
December 7, 2016

A REGULAR MEETING was held by the Board of Public Safety in the City Hall Auditorium on Wednesday, December 7, 2016.

Those in attendance included Mayor Carbone and Board of Public Safety Commissioners Angelo LaMonica, Douglas Benedetto, Robert Conforti, Glenn McLeod and Darlene Battle.  Commissioner Richard Zaharek was absent.  Police Chief Michael Maniago, Deputy Chief Christopher Smedick, Traffic Officer Steven Pisarski, Fire Chief Gary Brunoli, Deputy Fire Chief Christopher Pepler and Campion Ambulance Director of Operations Fred Rosa were also present, along with representatives from Drakeville, Torringford and Burrville VFDs.

Mayor Carbone called the meeting to order at 6:31 p.m. starting with the Pledge of Allegiance.

MINUTES
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to accept the minutes of the Regular meeting held November 2, 2016.   

OPEN TO PUBLIC
On a motion by Commissioner McLeod, seconded by Commissioner LaMonica, the Board voted unanimously to open the meeting to the public.  
Mr. J. Thomas Ferrarotti spoke against the parking ban on both sides of Coe Place, saying the elderly need to park close to the Armory, that he has never seen a problem with emergency vehicle access and that taxpayers should have parking access to the Parks and Recreation Department.  Chief Maniago said that parking has been prohibited since 2005 and cautioned that going against State Regulations for parking spaces could place liability on the City. Mayor Carbone invited all make an appointment to meet in her office to discuss this.

Sharon Waagner spoke in support of the Community Policing Office move to Coe Park Civic Center, saying it is an amazing idea.

Bruno Matarazzo said the Executive Session under Pending Litigation agenda item is too vague and needs to describe what they are going into Executive Session for.  Atty. Rose replied that the litigation is Steven Cloutier’s case against the Department involving Americans with Disabilities Act (ADA) issues and the Commission on Human Rights and Opportunities.

ADD TO AGENDA
On a motion by Commissioner Conforti, seconded by Commissioner McLeod, the Board voted unanimously to add Section B to the Agenda.

Section B
EXECUTIVE SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to enter Executive Session at 6:55 p.m. to discuss pending litigation on the Cloutier case (Reference CGS §1-200(6)A), inviting Chief Maniago, Deputy Chief Smedick and Atty. Rose.

OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to enter Open Session at 7:27 p.m.

REPORTS
POLICE DEPT.
On a motion by Commissioner Conforti, seconded by Commissioner LaMonica, the Board voted unanimously to accept Police Chief Maniago’s Report.

TRAFFIC
On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept Officer Pisarski's Traffic Operations Unit Report.

FIRE DEPT.  
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept Fire Chief Brunoli's Report.  

On a motion by Commissioner LaMonica, seconded by Commissioner McLeod, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report.  

On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Training Officer Tripp's Report.

On a motion by Commissioner Conforti, seconded by Commissioner Battle, the Board voted unanimously to accept the Emergency Management Report.

TABLED: Firefighter Hiring Changes
On a motion by Commissioner Battle, seconded by Commissioner LaMonica, the Board considered the New Firefighter Hiring Changes described in Chief Brunoli’s letter dated November 9, 2016.  Commissioner McLeod moved to table due to a desire for more information.  Commissioner Conforti seconded and the motion was unanimously tabled.

FIRE DEPT. Continued
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to accept Fire Marshal Bascetta’s Report.

EMS PROVIDER
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept the EMS Provider Activity Report.

VOLUNTEER FIRE DEPTS.
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to consider business by Volunteer Fire Departments.   

Torringford announced their current Christmas Tree Sale.
Drakeville wished everyone a Merry Christmas.
Burrville had no report.

BUSINESS BY DEPT. HEADS
On a motion by Commissioner Battle, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Department Heads.

Chief Maniago recognized the Community Policing Unit and the Union for the Toy Drives and Food Drives. He described plans for the Community Policing Unit’s relocation to the Coe Park Civic Center and commended Officers Simon and Pietrefese for the idea as a Community Outreach Program.  Chief Maniago thanked the Mayor, Parks & Recreation Commission and the Coe Memorial Park Committee for their support.  He acknowledged the Pearl Harbor Veterans saying what they did for this country should be noticed.

Chief Brunoli commended the crew that responded to a recent fire on Turner Ave.  Having repeatedly stressed the importance of response time, he said their response was impressive, with only eight minutes elapsing between dispatch and water-on-fire.  Chief Brunoli said he has renewed his goal of ensuring that everyone in this City has a smoke detector and a CO2 detector.  He said he is investigating a proposed sprinkler ordinance for all new construction and ways to inspect two-family homes.   Chief Brunoli reported that the Emergency Operations Plan has been updated.

BUSINESS BY MAYOR AND MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to consider business by Mayor and members of the Board of Public Safety.

Commissioner LaMonica said he’d have liked to know of the Community Policing ahead of time.
Commissioner Benedetto agreed that Capt. Casper and the crew did a great job on Turner Ave.
Commissioner Conforti recommended the Torringford Christmas Trees.
Commissioner McLeod reported the last Fire Svcs. Coordination Comm. meeting went very well.
Commissioner Battle thanked both the Police and Fire Departments for their response to incidents on her street, saying they did a great job.
Mayor Carbone said the Christmas Village Parade kicks off at 12:30 on Sunday, December 11th. She thanked both the Police and Fire Department for participating in the recent Tree Lighting Ceremony to allow the community to express appreciation for the job they do facing challenges every day.  She commended Chief Maniago, Officer Pietrefese and Officer Simon for designing the Community Policing partnership.

ADJOURNMENT
On a motion by Commissioner McLeod, seconded by Commissioner LaMonica, the meeting was adjourned at 7:53 p.m.
