MINUTES                                                                                                                                             
REGULAR MEETING                                         
BOARD OF PUBLIC SAFETY
November 2, 2016

A  REGULAR MEETING was held by the Board of Public Safety in the City Hall Auditorium on Wednesday, November 2, 2016.

Those in attendance included Mayor Carbone and Board of Public Safety Commissioners Angelo LaMonica, Richard Zaharek, Douglas Benedetto, Robert Conforti, Glenn McLeod and Darlene Battle.    Police Chief Michael Maniago, Deputy Chief Christopher Smedick, Traffic Officer Steven Pisarski, Fire Chief Gary Brunoli and Campion Ambulance Director of Operations Fred Rosa were also present, along with Personnel Director Thomas Gritt, Labor Counsel Victor Muschell and representatives from Drakeville, Torringford and Burrville VFDs.

Mayor Carbone called the meeting to order at 6:34 p.m. starting with the Pledge of Allegiance.

EXECUTIVE SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to enter Executive Session at 6:35 p.m. under Personnel (Reference CGS §1-200(6)A), inviting Chief Maniago, Deputy Chief Smedick, Personnel Director Thomas Gritt and Labor Counsel Victor Muschell.

OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to enter Open Session at 6:59 p.m.

DISABILITY PENSION: P. Kalisz
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to approve a disability pension for Officer Paul Kalisz, effective November 3, 2016, in accordance with Section 10 of the Police Contract.

RECESS
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to recess the meeting at 7:00 p.m.

REOPEN MEETING
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to reopen the meeting at 7:18 p.m.

MINUTES
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept the minutes of the Regular meeting held October 5, 2016.  Commissioner McLeod abstained.

OPEN TO PUBLIC
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to open the meeting to the public.  There was no one present who wished to speak.

PURCHASE FIRE DEPT. VEHICLE
On a motion by Commissioner Zaharek, seconded by Commissioner McLeod, the Board voted unanimously to accept the Purchasing Agent’s and Fleet Manager’s recommendation to authorize the Mayor to award the bid, and execute and administer the contract for, a 2017 Fire Dept. Ford Explorer to Torrington Ford Lincoln for $27,494.00.  Chief Brunoli explained that this is replacing the black Explorer for Emergency Management and the Deputy Chief will be assigned this new vehicle.  He said the old one is being retired out of service due to rust and corrosion.

REPORTS
FIRE DEPT.  
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Fire Chief Brunoli's Report.  

On a motion by Commissioner Battle, seconded by Commissioner Conforti, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report.  

On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Training Officer Tripp's Report.

On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept the Emergency Management Report.

On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept Fire Marshal Bascetta’s Report.

POLICE DEPT.
On a motion by Commissioner Conforti, seconded by Commissioner McLeod, the Board voted unanimously to accept Police Chief Maniago’s Report.

TRAFFIC
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept Officer Pisarski's Traffic Operations Unit Report.

EMS PROVIDER
On a motion by Commissioner Battle, seconded by Commissioner Benedetto, the Board voted unanimously to accept the EMS Provider Activity Report.

VOLUNTEER FIRE DEPTS.
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to consider business by Volunteer Fire Departments.   

Drakeville announced an upcoming pasta supper.
Torringford thanked the Police Department for painting the ‘box’ on the road in front of their station, announced an upcoming food drive for F.I.S.H. and reported that their corral is built for their Christmas Tree Sale starting on November 17th.  
Burrville had no report.

BUSINESS BY DEPT. HEADS
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to consider business by Department Heads.

Chief Maniago commended the Union for their food drive and announced an upcoming food drive sponsored by the Police Explorers.  
Chief Brunoli announced the next Fire Service Coordination Committee meeting on November 9th at the Drakeville VFD.
Mr. Rosa reported that Campion is in a preparation phase for new statewide protocols to start January 1, 2017, with different drugs and different equipment.

BUSINESS BY MAYOR AND MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to consider business by Mayor and members of the Board of Public Safety.

Commissioner Benedetto inquired into the traffic plan for the new Cumberland Farms.  Chief Maniago replied that it is an informative plan, rather than punitive.
Commissioner McLeod asked to be informed of Emergency Management Drills.
Mayor Carbone commended the Fire Chief for an excellent job done on the recent drill.

ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the meeting was adjourned at 7:35 p.m.
