REGULAR MEETING                                         
BOARD OF PUBLIC SAFETY
October 5, 2016

A  REGULAR MEETING was held by the Board of Public Safety in the City Hall Auditorium on Wednesday, October 5, 2016.

Those in attendance included Mayor Carbone and Board of Public Safety Commissioners Richard Zaharek, Douglas Benedetto, Robert Conforti and Darlene Battle.  Commissioners Glenn McLeod and Angelo LaMonica were absent.  Police Chief Michael Maniago, Deputy Chief Christopher Smedick, Traffic Officer Steven Pisarski, Fire Chief Gary Brunoli, Deputy Fire Chief Christopher Pepler and Campion Ambulance Director of Operations Fred Rosa were also present, along with representatives from Drakeville, Torringford and Burrville VFDs.

Mayor Carbone called the meeting to order at 6:30 p.m.

AWARD: Officer Sequi
Chief Maniagio awarded Officer Oscar Segui with the Officer of the Quarter Award, after having been nominated by his peers.

MINUTES
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to accept the minutes of the Regular meeting held September 7, 2016.

OPEN TO PUBLIC
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to open the meeting to the public.  

Paul Rabeuf  of CHH expressed his gratitude to the Mayor, Police Dept., Fire Dept. and Campion Ambulance for their response to a recent survey.  He noted that the surveyor was very impressed by this community’s response to the hospital.

EXECUTIVE SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to enter Executive Session under Security at 6:35 p.m. inviting Chief Maniago and Deputy Chief Smedick.

OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to enter Open Session at 7:25 p.m.

REPORTS

POLICE DEPT.
On a motion by Commissioner Battle, seconded by Commissioner Zaharek, the Board voted unanimously to accept Police Chief Maniago’s Report.

TRAFFIC
On a motion by Commissioner Zaharek, seconded by Commissioner Battle, the Board voted unanimously to accept Officer Pisarski's Traffic Operations Unit Report.  

FIRE DEPT.  
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Fire Chief Brunoli's Report.  

On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report.  

On a motion by Commissioner Conforti, seconded by Commissioner Zaharek, the Board voted unanimously to accept Training Officer Tripp's Report.

On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to accept the Emergency Management Report.

On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept Fire Marshal Bascetta’s Report.

EMS PROVIDER
On a motion by Commissioner Zaharek, seconded by Commissioner Battle, the Board voted unanimously to accept the EMS Provider Activity Report.

PURCHASE PPE
On a motion by Commissioner Conforti, seconded by Commissioner Battle, the Board voted unanimously to accept the Purchasing Agent’s and Fire Chief’s recommendation to award the bid for Personal Protective Equipment to Brigham Industries Inc. of Payton, MA for a price of $1989.00 per set.

VOLUNTEER FIRE DEPTS.
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Volunteer Fire Departments.   

Torringford announced a dance on October 15th sponsored by all three departments.
Burrville reported that they have two people in Firefighter 2.
Drakeville had no report.

BUSINESS BY DEPT. HEADS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Department Heads.

Chief Maniago commended staff members who work for the good of the community.
Chief Brunoli announced plans for Fire Prevention Week, an upcoming Emergency Preparedness exercise, and reported on recent fires.

BUSINESS BY MAYOR AND MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Mayor and members of the Board of Public Safety.

All Commissioners congratulated Officer Segui and commended the efforts of the PPE selection committee.
Mayor Carbone complimented the Fire Department’s comprehensive equipment inventory.

ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the meeting was adjourned at 7:50 p.m.
