REGULAR MEETING                                         
BOARD OF PUBLIC SAFETY
September 7, 2016

A  REGULAR MEETING was held by the Board of Public Safety in the City Hall Auditorium on Wednesday, September 7, 2016.

Those in attendance included Mayor Carbone and Board of Public Safety Commissioners Angelo LaMonica, Richard Zaharek, Douglas Benedetto, Robert Conforti, Glenn McLeod and Darlene Battle.  Police Chief Michael Maniago, Deputy Chief Christopher Smedick, Traffic Officer Steven Pisarski, Fire Chief Gary Brunoli and Campion Ambulance Director of Operations Fred Rosa were also present, along with representatives from Drakeville, Torringford and Burrville VFDs.

Mayor Carbone called the meeting to order at 6:38 p.m.

MINUTES
On a motion by Commissioner Conforti, seconded by Commissioner LaMonica, the Board voted unanimously to accept the minutes of the Special and Telephonic meeting held July 26, 2016.

On a motion by Commissioner Conforti, seconded by Commissioner LaMonica, the Board voted unanimously to accept the minutes of the Regular meeting held August 3, 2016.  Commissioner Benedetto abstained.

OPEN TO PUBLIC
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to open the meeting to the public.  There was no one present who wished to speak.

REPORTS

FIRE DEPT.  
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to accept Fire Chief Brunoli's Report.  

On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report.  

On a motion by Commissioner Conforti, seconded by Commissioner Zaharek, the Board voted unanimously to accept Training Officer Tripp's Report.

On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to accept the Emergency Management Report.

On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept Fire Marshal Bascetta’s Report.

POLICE DEPT.
On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept Police Chief Maniago’s Report.

TRAFFIC
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to accept Officer Pisarski's Traffic Operations Unit Report.  

EMS PROVIDER
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept the EMS Provider Activity Report.

PURCHASE AMMUNITION
On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept the Purchasing Agent’s recommendation to waive the City bid process and purchase ammunition off the State Contract from Eagle Point Gun of Thorofare, NJ in the amount of $26,515.35 having been approved by City Council on September 6, 2016.

VOLUNTEER FIRE DEPTS.
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to consider business by Volunteer Fire Departments.   

Burrville reported that a member passed the Firefighter 1 test and that Engine 47 will be back in service next week. Torringford reported that they are voting to accept two new members next week.
Drakeville had no report.


BUSINESS BY DEPT. HEADS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Department Heads.

Chief Maniago reported on Police Academy graduates.
Deputy Chief Smedick announced an upcoming PAL Golf Tournament.
Chief Brunoli reported on an upcoming smoke detector distribution program and a remembrance ceremony of 9/11 at the North End Station.  He commended the firefighters and staff for collecting approximately $20,000 for the Muscular Dystrophy Association.

BUSINESS BY MAYOR AND MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to consider business by Mayor and members of the Board of Public Safety.

Commissioner Zaharek congratulated Officers Simon and Deloy for receiving a commendation for their performance of duty.
Commissioner Benedetto congratulated the Fire Department on the Boot Drive and thanked the Volunteer Fire Departments for their dinner.  He questioned the Pythian Avenue barricades and Chief Maniago said that is a restricted area and a security issue.  Commissioner Benedetto commended the Dress for Success program.
Commissioner Conforti congratulated the Volunteers for going in the right direction, all the Police Officers that received commendations, all the Firefighters for all their hard work and compassion, and Chief Maniago for being selected to go to Quantico, VA for a training seminar, as the only Police Chief from Connecticut.
Commissioner McLeod thanked the Fire Department for all the work they did for the MDA.  He described a worthwhile FEMA grant application seminar he attended.
Commissioner Battle congratulated everyone for their volunteer work, saying they always make us very proud.  She requested an update on the opiate meeting with our Representatives and Senators.  Mayor Carbone said it was a welcome opportunity to consider funding options for prevention, enforcement, and rehabilitation.  She said it was a great panel, assembled in a short amount of time, with good representation from the community. Chief Maniago added that he is glad to see that treatment, education and enforcement are now being talked about together.  He said we are not going to arrest, treat or educate our way out of this problem no matter how much funding is directed toward these areas.  Chief Maniago said the solution needs all three aspects working together.

ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the meeting was adjourned at 7:04 p.m.
