REGULAR MEETING                                         
BOARD OF PUBLIC SAFETY
May 4, 2016

A  REGULAR MEETING was held by the Board of Public Safety in the City Hall Auditorium on Wednesday, May 4, 2016.

Those in attendance included Mayor Elinor Carbone and Board of Public Safety Commissioners Richard Zaharek, Douglas Benedetto, Robert Conforti, Glenn McLeod and Darlene Battle. Deputy Police Chief Christopher Smedick, Traffic Officer Steven Pisarski, Fire Chief Gary Brunoli and Deputy Fire Chief Christopher Pepler were also present, along with Campion Ambulance Director of Operations Fred Rosa, Drakeville Chief Michael Maccalous, Torringford Lieutenant Josh Cote, and Burrville President Robert Vogt.  Board of Public Safety Commissioner Angelo LaMonica was absent.  

Mayor Carbone called the meeting to order at 6:31 p.m.

MINUTES
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept the minutes of the Regular meeting held April 6, 2016.  Commissioner McLeod abstained.

OPEN TO PUBLIC
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to open the meeting to the public.  There was no one present who wished to speak.

REPORTS
POLICE DEPT.
On a motion by Commissioner McLeod, seconded by Commissioner Zaharek, the Board voted unanimously to accept Police Chief Maniago’s Report.

POLICE DEPT. HVAC UPGRADE
On a motion by Commissioner Battle, seconded by Commissioner Benedetto, the Board voted unanimously to accept the Purchasing Agent and Police Chief’s recommendation to waive the formal bid process and approve Automated Building System, Inc. of Glastonbury, CT as the provider for the HVAC Monitoring System upgrade for an estimated cost of $13,984 having received City Council approval on April 18, 2016.  Deputy Chief Smedick said this upgrade was recommended by the consultant, Van Zelm.

TRAFFIC
On a motion by Commissioner Conforti, seconded by Commissioner Battle, the Board voted unanimously to accept Officer Pisarski's Traffic Operations Unit Report.  Office Pisarski explained that the numbers of school bus violations are due to the cameras installed on the busses and complaints that are called in.  Mayor Carbone confirmed that some proactive work is being done.

FIRE DEPT.  
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept Fire Chief Brunoli's Report.  Chief Brunoli said the truck that was out for repairs may be back in service next week.

On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report.

On a motion by Commissioner McLeod, seconded by Commissioner Zaharek, the Board voted unanimously to accept Training Officer Tripp's Report.

On a motion by Commissioner Zaharek, seconded by Commissioner Battle, the Board voted unanimously to accept the Emergency Management Report.

On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Fire Marshal Bascetta’s Report.

FIRE DEPT. OIL TANK REMOVAL
On a motion by Commissioner Battle, seconded by Commissioner McLeod, the Board voted unanimously to accept the Fire Chief’s and Purchasing Agent’s recommendation to award the Oil Tank Removal at Fire Headquarters to Cisco LLC of New Haven, CT, in the amount of $9,995.00 as described in the Purchasing Agent’s letter dated April 28, 2016, pending City Council approval on May 16, 2016.

EMS PROVIDER
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to accept the EMS Provider Activity Report.

VOLUNTEER FIRE DEPTS.
On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to consider business by Volunteer Fire Departments.   

Burrville President Robert Vogt announced their annual Mother’s Day Breakfast fundraiser.  
Torringford Lt. Josh Cote and Drakeville Chief Michael Maccalous had no report.

BUSINESS BY DEPT. HEADS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Department Heads.

Deputy Chief Smedick said Cadet Mark Welintukonis will graduate from the Academy on May 23rd.

BUSINESS BY MAYOR AND MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Mayor and members of the Board of Public Safety.


Commissioner Conforti thanked Michael Emanuel and the Criminal Justice Club for their donation of K9 vests and thanked the Police Dept. for cleaning up our streets with recent drug busts.

Commissioner McLeod recognized National Firefighters’ Day, thanked the Volunteers, Chief and Deputy Chief for all the work they did and recognized Municipal Clerks’ Week.

ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the meeting was adjourned at 6:46 p.m.
