REGULAR MEETING                                         
BOARD OF PUBLIC SAFETY
April 6, 2016

A  REGULAR MEETING was held by the Board of Public Safety in the City Hall Auditorium on Wednesday, April 6, 2016.

Those in attendance included Mayor Elinor Carbone and Board of Public Safety Commissioners Angelo LaMonica, Richard Zaharek, Douglas Benedetto, Robert Conforti and Darlene Battle.  Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick, Traffic Officer Steven Pisarski, Fire Chief Gary Brunoli and Deputy Fire Chief Christopher Pepler were also present, along with Campion Ambulance Director of Operations Fred Rosa, Drakeville Chief Michael Maccalous, Torringford Lieutenant Josh Cote, and Burrville President Robert Vogt.            Board of Public Safety Commissioner Glenn McLeod was absent.  

Mayor Carbone called the meeting to order at 7:20 p.m.

MINUTES
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept the minutes of the Regular meeting held March 2, 2016.

OPEN TO PUBLIC
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to open the meeting to the public.

FIRE DEPT. REPORTS
On a motion by Commissioner Conforti, seconded by Commissioner Battle, the Board voted unanimously to accept Fire Chief Brunoli's Report. Chief Brunoli updated the Board on the Ladder Truck that is out of service.  Commissioner Benedetto recommended the City pursue reimbursement for the truck’s daily value.

On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report.

On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to accept Training Officer Tripp's Report.

On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to accept Emergency Management Report.

On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to accept Fire Marshal Bascetta’s Report.

SECTION B
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to add Section B to the Agenda.

EXECUTIVE SESSION
On a motion by Commissioner Conforti, seconded by Commissioner Battle, the Board voted unanimously to enter Executive Session under Police Personnel at 7:26 p.m. inviting Chief Maniago and Deputy Chief Smedick.

OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to enter Open Session at 7:33 p.m.

HIRE POLICE OFFICER
On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to hire Daniel Stevens as a probationary Police Officer with a starting date at the discretion of the Chief.

POLICE DEPT. REPORTS
On a motion by Commissioner Battle, seconded by Commissioner Benedetto, the Board voted unanimously to accept Police Chief Maniago’s Report.

PROMOTE TO REGULAR POLICE OFFICERS
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to approve the appointments of Officer Michael Baranowski and Nicholas Lettieri as regular members of the Police Dept. after completing their probationary period through one year after graduation from the Academy.

REPORTS Continued
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Officer Pisarski's Traffic Operations Unit Report.

On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept EMS Provider Activity Report.

VOLUNTEER FIRE DEPTS.
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Volunteer Fire Departments.   

Chief Michael Maccalous reported that Drakeville has four more drivers that are qualified and may have 4 more pump operators, thanks to Training Officer Tripp.  He announced an upcoming Recruitment Day at local businesses and the volunteer fire stations.  

Lt. Josh Cote spoke for Torringford and President Robert Vogt spoke for Burrville. (inaudible)

2016 TORRINGTON VOLUNTEER FIRE SERVICE REPORT
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to accept the 2016 Torrington Volunteer Fire Service Report.

Drakeville Captain Maccalous reviewed the report’s highlights, saying they are already using the Electronic Response Tracking System, mutually responding to each other’s fire stations, meeting monthly, making efforts to go to one tone and obtain needed gear, reviewing sets of Standard Operating Procedures, beginning to create one set of By-Laws and discussing the feasibility of bringing the three volunteer stations into one department.  Mayor Carbone commended Capt. Maccalous on the great report.

BUSINESS BY DEPT. HEADS
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to consider business by Department Heads.

Chief Maniago reported that two officers graduated from the Police Academy, one entered the Academy, and K-9 Archer and Off. Loucks are doing well at the K-9 Academy.  He thanked Torrington’s former Lieutenant, Mike Emanuel for his fundraising event that raised enough money to purchase a ballistic vest for K-9 Archer.

Chief Brunoli reported on some recent calls that had successful results due to quick responses and notifications.

Mr. Rosa reported that the new Zoll Monitors are now in place and they perform flawlessly.  He said they are training the Fire Department on their use.  He said the City received another three-year Heart Safe grant.

BUSINESS BY MAYOR AND MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Mayor and members of the Board of Public Safety.

Commissioner LaMonica commended the Volunteer Departments on their report.

Commissioner Zaharek commended them on their efforts to come together and stay strong.  He said the report is excellent.

Commissioner Benedetto agreed, saying they do a good job for the money they receive.  He commended Capt. Newkirk for his work for the Make-A-Wish Foundation.

Commissioner Conforti also commended the Volunteers, saying he was very impressed with the report.

Commissioner Battle praised the Volunteers, saying they did a good job.  She thanked the Chiefs and everyone who worked on the budget.

Mayor Carbone reminded those present that Main Street will be closed off, starting April 11, for a 45-day period of Sidewalk Re-construction.

ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the meeting was adjourned at 7:48 p.m.
