MINUTES                                                                                                                                
BOARD OF PUBLIC SAFETY
March 2, 2016

A  REGULAR MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wed., Mar. 2, 2016.

Those in attendance included Mayor Elinor Carbone, and Commissioners Richard Zaharek, Douglas Benedetto, Glenn McLeod and Robert Conforti.  Also present were Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick, Traffic Officer Steven Pisarski, Fire Chief Gary Brunoli, Fire Marshal Ed Bascetta, and Campion Ambulance Director of Operations Fred Rosa, along with Drakeville Fire Chief Mike Maccalous, and representatives from Torringford VFD and Burrville VFD.  Commissioners Darlene Battle and Angelo LaMonica were absent.

Mayor Carbone called the meeting to order at 6:32 p.m. starting with the Pledge of Allegiance.

FIRE PREVENTION POSTER CONTEST WINNERS
Fire Marshal Bascetta awarded certificates and gift cards to the four Fire Prevention Poster Contest Winners.

MINUTES
On a motion by Commissioner Zaharek, seconded by Commissioner Conforti, the Board voted unanimously to accept the minutes of the Regular meeting held January 6, 2016.

On a motion by Commissioner McLeod, seconded by Commissioner Conforti, the Board voted unanimously to accept the minutes of the Special Telephonic meeting held February 3, 2016.  Commissioners Benedetto and Zaharek abstained.

OPEN TO PUBLIC
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to open the meeting to the public.  

Bill Battle requested a flashing traffic light be installed at the corner of Red Mountain Ave. and N. Elm St. He said the intersection is very dangerous.

FIRE DEPT. APPTS
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to approve the permanent appointment of Firefighters Ball and Preuss having successfully completed their first-year probationary period.

REPORTS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Police Chief Maniago’s Reports for December 2015 and January 2016.   

On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to accept Officer Pisarski's Traffic Operations Unit Reports for December 2015 and January 2016.  

On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to accept Fire Chief Brunoli's Reports.
On a motion by Commissioner McLeod, seconded by Commissioner Benedetto, the Board voted unanimously to accept Deputy Fire Chief Pepler's Reports.

On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to accept Training Officer Tripp's Reports.

On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to accept the Emergency Management Reports.

On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to accept Fire Marshal Bascetta’s Report.

On a motion by Commissioner Conforti, seconded by Commissioner Benedetto, the Board voted unanimously to accept EMS Provider Activity Reports for December 2015 and January 2016.   

BUSINESS: VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Volunteer Fire Departments.  Drakeville VFD reported that they have one firefighter attending FF1 and that they recently held a fabulous and success Pasta Dinner Fundraiser for Amanda Conforti.  Torringford VFD and Burrville VFD had no report.

BUSINESS:  DEPT. HEADS  
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Department Heads.  

Chief Maniago reported that two recruits will graduate from Police Academy this month and three conditional job offers have been extended.  He thanked Capt. Newkirk and all the Officers who participated in the Make-A-Wish event for Samantha Hall.  He thanked everyone for the Pasta Supper Fundraiser for Officer Cloutier.

Chief Brunoli commended Capt. Doyle for assisting and reviving a woman in cardiac arrest at a UConn basketball game.  He reported that the meetings with the Volunteer Fire Departments have been going very well, and that the presentation by Dr. Griffin was well received by about 160 people.  Chief Brunoli updated the Commissioners on Truck 1, which is undergoing inspection to determine repair cost estimates.  He said the fly section would need to be replaced, causing the truck to be out of service for about a month.  Commissioner McLeod requested notification when trucks are out of service.
Mr. Rosa applauded Capt. Doyle for his efforts at resuscitation.  He said Campion will be employing new Fibrillator Monitor technology on Monday, that has some amazing features.

BUSINESS:  MAYOR & MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.

Commissioner Zaharek congratulated the poster contest winners.

Commissioner Benedetto asked for an update on the proposed Cumberland Farms on East Main St.  Officer Pisarski explained that he and the City Engineer recommended the eastside driveway be eliminated due to its close proximity to the intersection.  He said the Zoning Board approved it with a right turn for truck traffic only, but when he met the D.O.T. at the site, they had a different set of plans that allowed that driveway to have an entry for all traffic.  Mayor Carbone said she met with Off. Pisarski, Planning & Zoning Commissioner Richard Calkins, City Planner Martin Connor and D.O.T. engineers where they learned that Off. Pisarski’s notes and the City Engineer’s notes were discussed and taken on record.  However, she said, the City’s Planning & Zoning Commission brought in another engineer, Malone and MacBroom, to advise them on the second driveway.  Mayor Carbone said that the plans that were based on Malone and MacBroom’s recommendation were the ones that were ultimately approved and forwarded to D.O.T.  Mayor Carbone explained the status of the plan’s approval process, saying the project still needs an encroachment permit.  Off. Pisarski noted that he wants to move the crosswalk to where the stop bar is in front of Jimmy’s store, and reported accident statistics saying there were 114 motor vehicle crashes and 1,135 moving violations in that intersection since 2008.  Mayor Carbone added that the City identified this intersection to the D.O.T. as a priority for reconfiguration.

Commissioner Benedetto thanked Officer Pietrafesa, Deputy Chief Smedick, Chief Maniago, Sergeant Dowd, and Lindsay Raymond for their work on the Police Athletic League, a huge success.  He also thanked Royals Garage for donating labor to repair the P.A.L. bus.  He commended Capt. Doyle.

Commissioner Conforti commended Capt. Doyle, thanked the poster contest winners, said he is happy the meetings with the Volunteer Fire Departments are going well, and thanked Drakeville VFD for their fundraiser for his niece.

Commissioner McLeod congratulated the poster contest winners, commended Capt. Doyle, and said he is glad things are going well with the Volunteer Fire Departments.

Mayor Carbone congratulated the poster contest winners and their families.  She said the Volunteer Fire Departments’ participation in meetings is a testament to how important fire safety is to all the departments and the Chief.  She commended them for tackling this problem and commended Commissioner McLeod for asking them to do that.  She said Drakeville Volunteer Fire Department’s fundraiser was a testament to the commitment that the Department has to the community, as well as the Explorers’ fundraiser for Officer Cloutier.


ADJOURNMENT  
On a motion by Commissioner Benedetto, seconded by Commissioner Conforti, the Board voted unanimously to adjourn at 7:11 p.m.
