Mayor Reminds Residents of Housing Rehab Loan Program Grant Application

TORRINGTON CT – March 8, 2013 – Mayor Ryan Bingham is reminding residents that the City of Torrington is in the process of applying for a Small Cities grant to be used for a Housing Rehabilitation Loan Program through the Small Cities Community Development Block Grant program. The City will be submitting their grant application by April 5th and are asking for residents to return their applications to the Mayor’s Office as soon as possible. Residents are also asked to submit a brief narrative outlining their need for this program and how it will benefit them.
“It’s important that people submit applications so we can show that a need exists for this program in our community. I’m hopeful that Torrington will be awarded this grant and we will be able to provide this worthwhile program to eligible residents” said Mayor Bingham.
If awarded, these loans would be available for use by income eligible residential property owners for housing rehabilitation projects. Funding comes from the US Department of Housing and Urban Development (HUD) and is administered at the state level by the Department of Economic and Community Development. Types of work that may be eligible for funding include the correction of health and safety violations, code compliance, roofing, carpentry, electrical work, painting, plumbing, heating and other non-luxury work subject to approval of the City. Funds are typically offered in the form of deferred loans to owner/occupants. Deferred loans are 0% interest loans which require no repayment until a transfer of title, the Owner’s demise, or the subject property is no longer the applicants principal
place of residence. Investor loans have typically been at 3%.
The City is seeking residents who are interested in the program to fill out an application to be placed on a waiting list. Upon awarding of the funding, applications will be reviewed for eligibility. Approval of projects is subject to the City being awarded this funding.
Residents will need to meet income limits in order to be eligible for this program. For example, a household size of 1 will have an income limit of $45,100; a household size of 2 will have an income limit of $51,550; these income limits are subject to periodic change and a full list of limits is included in the program information pamphlet.
