MINUTES OF SELECTMEN MEETING – March 12, 2018 5:00 PM

Also Present: Ted Locke, Pat Storey and Mira Munson, Finance Committee; Ed Deming, Highway Supt.; and from the C.O.A.: Ruth Buchanan, Jeanne Armitage and David Spidal.
Present: Selectmen Pat Storey reported on the Foresight bid for the Colebrook River Rd. Culvert project. The bid seemed high but Foresight included a 10-15% contingency and planned to use materials they excavated. Eddie is checking on another company that might buy the excavated material and lower the cost but since Foresight planned on using the excavated materials, his bid would probably go up if he did not get to use the excavated materials. Ed will check on the other companies. Pat will call the Dept. of Transportation to see how we can get an extension on the project as with all the clearances and requirements of working in a stream bed that we still need to get, we probably would not make the completion deadline of June 2019. Eric will also call Foresight to see
if the start date of the project and be at an earlier date.
The C.O.A. presented their 2019 budget. There were few questions.
Pat asked if the minutes and agenda of the Selectmen’s meetings could be posted in a timely fashion on “News and Notices” so the townspeople knew what was going on . He was informed that the agenda for meetings is currently posted on two boards in and outside of the town hall but the Selectmen could look into putting the agenda on “News and Notices”. The minutes are already posted on the web site but the Selectmen would look into the timeliness.
Ted Locke reported that there would be a 2.4% increase in the overall school budget. Tolland would see a 7.3% increase d(about $37,000) and Southwick a 2% increase and Granville a 3.2% increase. The differences in the percentages are due to the minimum contribution formula used by the state.
