MINUTES OF SELECTMEN MEETING – December 8, 2014 5:00 PM

Minutes of the previous meeting were read and accepted.
Mel Jiganti, Vice President of Sunpin Solar, met with the Board to discuss the presented tax agreement and answer any questions. Through examination of the newest proposed agreement and comparison with the original proposed agreement with Brightridge, it was clear that the net metering part of the agreement was no longer an option for the Town of Tolland. With the new proposal, Tolland would receive 5% of the solar project annual gross electricity sales. There would be no net metering credits allowed to Tolland. Because of the change in the benefit to the town, it was asked if the agreement would not include the real property taxes for the Property on which the array is located. With two weeks to finalized the wording of any agreement with Town Counsel, the Selectmen agreed to sign the warrant for a Special Town Meeting to be held on
December 22, 2014 at 7:00pm
Jeff LaCasse asked if the Volunteer Fireman could be dispatched when the Police Department are in cases such as automobile accidents and tree limbs on wires. Jeff felt that the Volunteer’s may stay interested if they had more calls to respond to. The Board of Selectmen felt that it is a decision between the Fire and Police Chief.
Jeff also request that the Public Safety Complex be plowed early during a storm.
Jeff informed the Selectboard that a bylaw needs to be written in regards to the registering of house alarms. If the department responds to a false alarm that is not registered a fine will be issued also to include responding a third time to a false alarm.
