MINUTES OF SELECTMEN MEETING – December 1, 2014 5:00 PM

Minutes of the previous meeting were read and accepted.
Meet and Greet with Chris Jackson. The Selectboard appointed Chris to serve on the Tolland Police Department as a “fill in or backup officer”. Chris’s pay rate will be $12.75/hr.
Kevin Donovan speaking for the Broadband committee would like the Selectboard to confirm its intent to continue to support the WiredWest cooperative initiative to construct and operate a regional “fiber to the home” broadband network which will serve substantially all premises in the town. Preliminary projections show that the principal amount of the town’s bond issue will be in the range of approximately $900,000 to $1,300,000 which will be amortize over approximately 20 years via a General Obligation bond under MGL c.44:8(8). Based on current projections, the towns would not be able to count on significant revenues coming back through for several years. If WiredWest succeeds, when the towns set their tax levies and budgets in future years, they may be able to rely on distributions from WiredWest to offset the G.O. bond debt service.
The Board of Selectmen have agreed to continue and will support WiredWest.
Mel Jiganti of SunpinSolar requested the board to reschedule the Special Town Meeting
from January 5th to December 22nd. The Special Town Meeting is to vote on one or more agreements for payments-in-lieu-of-taxes (PILOT).
