MINUTES OF SELECTMEN MEETING –  August 25, 2014 5:00 PM

Selectmen Present:        Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine

Minutes of the previous meeting were read and accepted.

Colebrook River Road Paving bid – 1 bid received from Lane Construction

                          Reclaim $  27,288
                          Calcium $  20,466
                          Blacktop $238,500
                       Total Bid    $286,254

Received the construction schedule from Lane for the MassWorks grant (route 57).

Ed Deming received three quotes to purchase and install a sander on the pick up truck:

ACT steel Flatbed (installed)   $2,852.00
       Poly sander (installed)     $5,050.11

Cranes   Bed alum (installed)     $3,200.00
              Poly sander (installed)   $5,200.00

Bart Trucking  steel bed (installed)    $3,070.00
                       Poly sander (installed)   $6,816.00

The Board of Selectmen awarded the quote to ACT.

Ed requested hours for the Department of Public Works be changed for the winter months. His goal is to get ahead of the school buses and the morning commuters. The board agreed to a trial period starting December 1 to April 1st. 6AM to 2PM.

Officer Krysten Scapin submitted her resignation to Chief Ed Deming. Ed consulted with legal counsel on the guidelines for filling the position with a prior applicant. He was advised that there are no legal guidelines for the Town of Tolland unless Tolland was civil service.  Ed stated that he would like to fill Krysten’s position with Miguel Santana. Steve made motion to hire Miguel Santana Tom seconded, Eric agreed. The Board of Selectmen would like to review his application and meet with Miguel. Miguel will be required to work 8 hrs a week and receive compensation of $12.75/hour with a probation period of 3 months. After probation period receive compensation of $13.25/hour.

Jean Armitage, Council on Aging update on the employment release of George Reichert, Coordinator of the Southern Hilltowns Council on Aging Consortium.   

5 towns are currently in the consortium – Russell, Blandford, Middlefield, Granville and Tolland

3 towns considering returning to the consortium are Chester, Montgomery and Huntington.

The board scheduled a hearing for October 7th for the purpose of purchasing a portion of Whitney Bonadies property and a Special Town Meeting on October 21.
