MINUTES OF SELECTMEN MEETING –  February 4 , 2013 5:00 PM

Selectmen Present:        Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine

Also Present:  Michael Sullivan, Fire Chief
                       Joanne Duval, Animal Control
                       Susan Voudren , Town Clerk

Michael Sullivan reviewed the town’s insurance coverage for the Volunteer Firefighters. An insurance representative from MIIA will be scheduled to meet with the board.

Engine 4 failed a pump test; a quote of approximately $1,000 was given to repair the Engine. The monies will be budgeted for in Fiscal 2014.

“Jaws of Life” is out of service if there is a need the surrounding towns will have to assist.

A ladder inspection was given on February 2nd, the ladders passed.

Joanne Duval & Susan Voudren – Dogs currently licensed in Tolland the license will expire on April 30, 2013. New licenses must be received by May 1, 2013. The new license will expire on February 28, 2014. Late penalties will be assesses after May 15th. The Selectmen voted to approve a no fee for a single dog owned by a person aged 70 years or older. No fee will be charge for a service animal as defined by the Americans with Disabilities Act.

To license your dog – If you have less then 5 dogs, 3 months old or older, in order to license your dog you will need the following:

Renewal/Request Form
Copy of valid rabies certificate
Appropriate license fee       Spayed                                      $  5.00
                                                Not Spayed or Neutered        $15.00

No fee or portion shall be refunded because of subsequent death, loss, spaying or removal from town or commonwealth or other disposal of dog.

Kennel License – more then 4 dogs, 3 months old or are a commercial boarding or training kennel.

Appropriate license fee     5-6 dogs         $50
                                           7-10 dogs       $100
                                           11+ dogs        $150

Before a kennel license can be issued the Animal Control Officer must inspect and approve the proposed kennel. After approval the Town Clerk will issue the license.

Late penalties will not be issued until May 15th.

1-4 dogs $50 late fee per household plus the cost of licensing each dog
5-6 dogs $50 late penalty plus the cost of kennel license
7-10 dogs $100 late penalty plus the cost of kennel license
11+ dogs $200 late penalty plus the cost of kennel license


Joanne stated that she as Animal Control Officer will be taking possession of 3 dogs. The dogs will be turned over to Berkshire Human Society for a fee of $35/dog as soon as the space is available.

Robert Littlefield will continue to receive additional compensation until March 4th.

The Board of Selectmen will meet on the 3rd Monday and schedule this meeting as a working meeting.

The Police Chief and Fire Chief will meet with the Board of Selectmen on the 4th Monday.

Eddie, DPW Superintendent will meet with the Selectmen on Tuesday, February 19th at 5PM.
