MINUTES OF SELECTMEN MEETING – October 15, 2012 5:00 PM

Wayne reviewed the quote of options from CTC Inc.. The quote given was for the addition of a NO2 sensing system for the Public Safety Complex the quote did not include DPW.
Option 1: (least expensive option)
Supply and install (2) Tox Alert NO2 sensors in the garage area- at recommended heights from the manufacturer
Intergrate these 2 sensors into the BAS to control the ventilation system on an increased levels of NO2 in the space
Includes material mounting, wire installation, controller termination, programming, graphics
$6,800.00
Option 2: (stand alone may be required by insurance company)
Supply and install a stand-alone Tox Alert (NO2 panel – complete with controller and sensors
Panel to have direct control of ventilation system – no BAS integration
Includes material mounting, wire installation, controller termination, programming
$11,900.00
Eric will discuss the options with Project Manager, John Verones.
Wayne requested authorization for a planned maintenance agreement with Cummins Northeast, LLC for the generator located on the Public Safety Complex. The annual rate $612.58. Authorization granted and rate to be expended from Buildings and Grounds.
The chip sealing that was scheduled for Covell Road, Clark Road and Beetle Road has been postponed until May of 2013.
Hartland Road options: 7,625 feet from West Granville Road to the intersection of Hartland Road and Jeff Miller.
Paving $187,872
3 layers of Chip sealing $97,000 +\-
Calcium or Magnesium 5,100 gallons $5,300 per application (no environmental effects)
Including each end of Schoolhouse Road would be approximately $11,000

Wayne has been requested to get quotes to have the Calcium or Magnesium applied by Tolland’s DPW.
Eric made the suggestion of planting a shield of shrubs on the town’s right of way.
Don from D.I. Jacobs Consulting presented job descriptions. An explanation of the format was given. Don is currently placing each position within a grade level based on a point rating. The Selectboard will schedule a meeting with Don and the Finance Committee within the next couple of weeks to discuss the process further.
The Planning Board presented a Solar bylaw for their review. The bylaw is accepted as presented.
Brightstone Solar will be meeting with the Board of Selectmen on Monday, October 29th.
