MINUTES OF SELECTMEN MEETING – September 10, 2012 5:00 PM

Valerie Bird came in to discuss a septic installer, Bill Dyer, on August 20th. Valerie recommended that the Installers Permit be revoked until 1/ 2014. The Select board acting as the Board of Health agreed.
Bill Dyer of Dyer LLC stated that the findings from the UMASS soil lab results were a small percentage over the 5% limit. Also, stated that delivery receipts showing the amounts of sand hauled wasn’t the only source, some sand was used from a stock pile owned by Dyer LLC. One of the systems required a retaining wall which some of the sand used could of have enter the system.
Greg Dyer stated that a conversation was had between him and Valerie regarding the title 5 sand requirements for a raised system.
Dyer LLC, would like the Board of Selectmen acting for the Board of Health to reconsider revoking their installers permit.
The Board of Selectmen will meet with Valerie on Monday, September 17, 2012 to discuss further.
The Board of Selectmen appointed Joseph Reynolds to serve as Tolland’s Electrical Inspector.
$50 per inspection - $40 to inspector, $10 to the Town of Tolland
Edwin requested authorization to have someone “tag along” and observe during routine police patrols. The individuals are someone who has already attended the police academy. It would be at no cost to the town. VFIS will be contacted regarding liability concerns.
Phil Grannan gave the results of the following grants

Strap grant – improve transportation with towns under the population of 7,000
Phil applied for a $987,600 strap grant for the paving of route 57 from the center of Tolland to the Granville town line. Also, applied for a multi purpose extrication sled $500.
The Board of Selectmen voted to accept the strap grant if awarded.
Jessica submitted information on Tolland joining the National Flood Insurance Program. The Board of Selectmen has to vote to approve the resolution in order for the process to begin. Also, attached is a proposed by law that has to be approved by the board and then submitted to the Planning Board.
A letter was received from Andrew and Judith Sheehan of Schoolhouse Road with two concerns.
The Board of Selectmen will speak with Wayne for a solution.
- Placement of “Stop Signs” at the end of Schoolhouse and Moreau Road
The end of Schoolhouse Road and Moreau Road are owned by the Town of Blandford.
The Board of Selectmen appointed Michael Sullivan to serve as Fire Chief.
The Board of Selectmen will schedule to meet with Wayne on Monday, September 24th and meet with Eric R. Munson, III, Police Chief, Michael Sullivan, Fire Chief and Ted Locke on October 1st.
Streetlights – Tom made motion to have, WMECO deactivate the photocell atop each of the (12) designated streetlights to keep the lights from operating. Linemen will "red-cap" the photocell with a red colored cover, visible atop each fixture.
WMECO will suspend billing for the (12) lights once they are red capped. Tolland will still receive a monthly bill for the (2) lights one on Clubhouse Road, pole 3/B1 and one on Colebrook River Road pole 4/5.
During the two months period that the lights are off, the Board of Selectmen can assess the impact on traffic safety, public security and resident opinion.
Following this two month period, the Board of Selectmen will notify WMECO in writing of its determination for streetlights selected to be removed and/or streetlights to remain and reinstated to monthly billing.
Discussed plans for the town hall renovations, received a quote from Sullivan Construction in the amount of $14,207.49. Three quotes will be needed to move forwarded with the project. A Special Town Meeting may have to be scheduled to request additional funds from Free Cash.
Board accepted a quote from Sullivan Construction to finish kitchen at the PSC ($680).
The cemetery committee is requesting 3 quotes for plantings at the Twining Cemetery. The cemetery committee would also like to have a volunteer cemetery clean up day.
An article will be place on the Annual Town Meeting for the hiring a part time person to do building maintenance.
A department head meeting has been scheduled for October 22nd at 6PM. Items that will be discussed are as follows: email addresses, Annual Reports, Americans Disability Act, Town Hall renovations and ethics.
WMECO and Verizon Telephone Co. requested permission to locate a line of poles, wires, cables and fixtures, including the necessary sustaining and protecting fixtures to be owned and used in common, along and across the following public way:
Location – On the southerly side of South Trail approximately 180 feet northeasterly of existing pole 10/8
Reason – Install one (1) jointly owned pole to shorten long span and to raise low hanging conductor.
Board of Selectmen authorized the above request.
