Surfacing and improvements for the DPW building. Surfacing and street improvements for Clubhouse Road, route 57, New Boston Road and Hartland Road.
Two paving bids were submitted.
Tri Town Paving - DPW Building $33,714, Clubhouse Road, route 57, New Boston Road and Hartland Road $181,566.40.
Lane Construction – DPW Building $30,573.50, Clubhouse Road, route 57, New Boston Road and Hartland Road $177,666.20
Valerie Bird came in to discuss a septic installer, Bill Dyer, who has been doing business as Dyer LLC for a number of years in Tolland and the surrounding towns. During a routine inspection of a septic installation by Dyer LLC in Wildwood, VB observed the sand in the proposed location of the septic field. The sand was not of Title 5 quality and appeared to contain too many fine particles. A call to both Bill, and son Greg Dyer were returned and the sand was removed from the job site.
Further investigation into two separate septic system installations previously installed by Dyer, LLC in 2011, showed these were also installed without the required Title 5 sand. A sample was taken and sent to the UMASS soil lab. The lab indicated that the sample taken was not of Title 5 quality and at 7.1% had too many fine particles and exceeded the 5% limit passed through a #200 sieve. Delivery receipts obtained from the hauler that delivered the Title 5 sand were compared to the fill estimates on the septic designs . The delivered amount was half or less of the required Title 5 sand. It appears that another sub standard sand was used with the Title 5 sand on top.
Based on 310 CMR 15.019, “the Installer's installation or certification of a system that fails to comply with the Disposal System Construction Permit.” The installer failed to comply with the DSCP and install the system according to plan
VB recommends that this Installers Permit be revoked until 1/ 2014. The Select board acting as the Board of Health agrees. A letter will be sent to Dyer, LLC revoking their license to repair or install septic systems in the Town of Tolland.
Jean Armitage speaking on behalf of the Council on Aging. COA has scheduled a Wellness Fair on Election Day, November 6, 10-2 for all ages. The fair will include a hearing test; receive a flu shot, and the cutting of toenails. Some services will be free, and some for a small fee. COA is working to provide transportation services to all seniors in town for medical appointments. COA will hold their monthly meetings on the 2nd Tuesday of each month.
A Special Town Meeting will be scheduled for the purpose of voting to remove streetlights.
