MINUTES OF SELECTMEN MEETING – July 9, 2012 5:00 PM

Jean Armitage, Council on Aging:
Council on Aging has scheduled a luncheon to be held at the Public Safety Complex on Monday, October 1st.
A health fair has been scheduled for Tuesday, November 6th from 10AM – 2PM. Council on Aging would like to hold the health fair at the Public Safety Complex and share the use of the training room with the state election. The Board of Selectmen was uncertain of any legality with the election and referred her to Sue Voudren, Town Clerk. Jean is also requesting the use of another part of the building to offer hearing testing. The Selectmen offered the use of the police bay. Police Chief Munson agreed.
The health fair may also include a mobile health van. Jean will meet with the Select Board again to discuss further.
Jessica Kelmelis and Nina Greene:
Jessica presented information on FEMA’s flood plan. Nina Greene resident of Colebrook River Road stated that she is unable to refinance her home due to the lack of obtaining flood insurance. She is unable to obtain flood insurance without the town participating in the states flood plans. The Board of Selectmen has requested that Jessica look into what needs to be done by the town.
The Board of Selectmen accepted the resignation of Fire Chief, Robert Littlefield as of July 5th. Per the Fire Department bylaws the Deputy Chief assumes responsibilities of the Chief until one is elected. The Board of Selectmen has appointed the Deputy Chief (Eric R. Munson, III) to assume the duties of Fire Chief until a new Chief is elected. Eric stated that the Volunteers will hold an election some time in August.
Eric Munson, Police Chief:
Eric was asked about the speed limit signs posted on route 57. Speed limit signs and there location are dictated by the Commonwealth. The limits and sign locations were verified by the Tolland Police several years ago and then again last week.
Cultural Council requested the use of staging that is owned by the Volunteer Fire Department for their July 14th event. Wayne will be asked to move the staging from the Public Safety Complex to the town green.
WMECO was contacted and stated that there are two options with the removal of streetlights; tape the lamps with a monthly fee of $8 or $10 depending on the lamp size or the complete removal. Steve made motion that the streetlights be taped for a period of one year and then discussed Tom seconded Eric disagreed. Wayne will be requested to verify the location of the streetlights with the streetlight inventory given by WMECO.
The hiring of a seasonal employee was discussed. A “to do list” will be created:
Wayne - Public Works Department, Steven DellaGiustina - Public Safety Complex, Jessica - Library and Margaret - Town Hall
Wayne will be requested to accomplish the following:
Move the staging for Cultural Council
Install flag poles and flag at the Public Safety Complex
Install spotlights on the American flag on the town green and Public Safety Complex
Purchase a chain and lock for the sandwich board to be located in North Tolland.
Verify Streetlight inventory
A Department Heads meeting is scheduled for Monday, September 24th at 6PM. There will be no Board of Selectmen’s meeting.
