MINUTES OF SELECTMEN MEETING –  June 25, 2012 5:00 PM

Selectmen Present:        Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine

Robert Littlefield:

Robert notified the Selectmen that he would be visiting Timber Trails on Wednesday for the purpose of a fire inspection.

Three flag poles will be installed at the Public Safety Complex, Robert suggested contacting dig safe.
The cost of the flags was approximately $1,400 and the concrete pad will cost approximately $200. The 501C3 board will discuss the funds for the pad at their next meeting. The flags were paid for through donations.

The Selectboard has requested Robert to give Phil Grannan any and all information regarding the Tolland Fire Department for the purpose of applying for grants. Robin Littlefield, Secretary of the Tolland Vol. Fire will be meeting with Phil on Wednesday.

Robert asked who decided on which grants to apply for. That decision is unclear to both Robert and the Select board. Robert stated that he had given suggestions. The Board of Selectmen is requesting that Robert give Phil a written list of suggestions.

Bob Bitso:

Bob Bitso asked if DPW will be patching the pavement of Harvey Mountain Road. Robert speaking on the behalf of DPW while Wayne, Highway Superintendent is on vacation, that DPW has a plan scheduled to continue patching.

Bob asked why the speed limit signs on Route 57 near the Granville town line were changed. It had been stated that the signs were posted upon the Tolland Police Chiefs request and that the speed limits are obtained by the state of Massachusetts. Police Chief, Munson will be asked for confirmation.

Bob apposed the question why the street lights had not been removed. He had recalled that after 6 years there would no longer be a fee for removal. The Town Clerk will be asked for a copy of the meeting minutes and WMECO will be contacted regarding removal fees.

The Board of Selectmen voted unanimously to accept the proposal from D.I. Jacobs Consulting Company to conduct a compensation study on 17 positions ($3,500), they are as follows:
Town Clerk, Treasurer, Tax Collector, Fire Chief, Police Chief, Sergeant, Officer, Administrative Assistant, Assessors Clerk, Accounting Officer, Librarian, Library Staff, Trash Compactor Attendant, DPW Superintendent, DPW Supervisor Staff, DPW Staff and Building Inspector
Select board voted to transfer $3,500 from Town Insurance & Officers Bond to Selectmen’s Expense to cover the cost of the study.

Select board authorized the purchase of 4 fire proof cabinets monies will be expended from Furniture and Equipment. An additional fire proof cabinet will be purchase for the Historical Committee.


Select board voted to transfer $4,391.09 from the Fuel account to Health Insurance $3,427 and $964.09 to Police/Fire Box Trailer Accounts. Also, voted to transfer $1,224.96 from the Town Counsel account to Police snowmobile $808.50, Veterans Service Admin $296.48 and Treasurer’s Expense $119.98.

The Board of Selectmen is requesting that Wayne attend the Selectmen’s meeting on either Monday, July 9th or July 23rd. He will be asked to bring a detailed list of accomplishments from the months of June and July, 2012 and a detailed plan of work for the month of August.

The board is also requesting that Wayne meet with them every other week starting after the meeting mentioned above.

Wayne will be requested to place a spotlight to shine on the American flag located on the town green.

Tolland Police Chief and Fire Chief will be requested to meet with the Select Board monthly.

Margaret spoke to a representative from Verizon and the Massachusetts Assistants Program regarding the installation of a telephone and TTY equipment for the Transfer Station. Installation cost of the phone line is $106 with a monthly charge of $27 and TTY equipment (Ultratec Uniphone 1140) $278.75. Joanne Duval, Transfer Station Administrator was contacted via phone and was asked to speak to Jeff about a telephone. It was said that he has been seen using a cell phone of some type.

The hiring of a part time employee for small jobs or projects was discussed. The monies for this position will be expended from Public Works. A phone call will be placed to the Unemployment Office before the board decides on this position.

The position of the Administrative Assistant was discussed. A reconstruction of hours for the position was decided upon to allow for more hours open for the public. The Town Hall’s posted hours will be Monday, Tuesday and Wednesday 8:30 to 4PM.

Reports from Department Heads for the Annual Report will be requested in September and will be reported fiscally.
