MINUTES OF SELECTMEN MEETING –  June 11, 2012 5:00 PM

Selectmen Present:        Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine

Also Present:

                        Don Jacobs - D.I. Jacobs Consulting Company
                        Jean Armitage

Minutes of the previous meeting were read and accepted.

Shirley Warner speaking on the behalf of the Cultural Council requested the use of the Public Safety Complex in the event of rain during their scheduled outdoor events. Shirley was directed to contact Robert Littlefield, Fire Chief. The Chief’s contact information was given.

The mention was made for insurance coverage for the Tolland Volunteer Fire Department’s annual steak roast.

Phil Grannan, Tolland’s grant writer requested authorization to proceed with applying of AFG grants. Authorization was granted.

D.I. Jacobs from D.I. Jacobs Consulting Company presented the board with the following Compensation discussion.

Project Goal
To properly classify positions and compensate employees in a fair (consistent), and equitable (competitive) manner internally within the Town of Bolton, and externally in comparison to the market place on a position by position basis.

Project Objectives
1.   Job Description:  To describe the essential functions (what an employee is required to do) and the      
        minimum qualifications (knowledge, skills and abilities) required to successfully complete assigned job duties.

2.   Classification Plan (Internal Equity):  To compare positions to one another based on the application of
        thirteen (13) universal evaluation criteria (or job factors) that describe, among other things, the minimum level of
        Independence and Responsibility of each position.
                            
3. Compensation Plan (External Competitiveness):  To establish a “competitive” salary range structure that will
      enable the Town to recruit and retain a well-qualified  work force that will include the following components:

    1. Recruitment:   To establish a competitive hiring range to recruit qualified employees
     2. Retainage:  To establish a competitive salary range to retain employees  
  • Growth:  To establish a process enabling employees to receive salary adjustments within the fiscal constraints of the Town.

The Board of Selectmen will be reviewing all job description before being presented to D.I. Jacobs. The Board is also requesting a written compensation proposal on 16 positions, they are as follows:
Town Clerk, Treasurer, Tax Collector, Fire Chief, Police Chief, Sargent, Officer, Administrative Assistant, Assessors Clerk, Accounting Officer, Librarian, Library Staff, Trash Compactor Attendant, DPW Superintendent, DPW Supervisor Staff, DPW Staff
Jean Armitage speaking for Council on Aging notified the board that Council on Aging will be purchasing a media rack and wanted to know if the Selectmen wanted to purchase an additional one to be located at the Tolland Town Hall. 2 racks will be ordered.

Council on Aging has scheduled weekly yoga to be held at the Public Safety Complex starting June 14th. Jean will be issued a key to the building. Jean offered the use of a form that could be used when requesting the use of the building.

The Select board will be planning a date in early September to meet with department heads to discuss future events.

Wayne Carr, Highway Superintendent will be requested to meet with the board on Monday, June 18th to discuss DPW’s plan of work and the plan of work for the last 2 weeks.

Margaret is requested to respond to voicemail messages immediately. Administrative Assistant’s responsibilities will be addressed after the compensation study has been completed.
