MINUTES OF SELECTMEN MEETING –  April 2, 2012 5:05 PM

Robert Littlefield, Eric R. Munson, III, Michael Sullivan and Steven Messenger (Truck Committee) offered their recommendation to the Board of Selectmen concerning the acceptance of an NFPA 3000 gallon Vacuum Tanker bid. The committee did not accept the bid from Greenwood Emergency Vehicles because “it is not responsive to the Town of Tolland’s specifications.” The following statement was made by Eric R. Munson III;

After reviewing E-1’s submission, in particular “EXCEPTIONS” E-1 has substituted their own tank and body specifications, in total, in place of the body and tank specifications included in the Town of Tolland’s INVITATION FOR BID FOR 1 (one) 3000 GALLON VACUUM TANKER. The intent of these specifications is to cover the furnishing and delivery to the Town of Tolland a complete vehicle, NFPA 1901 compliant and as required under the provisions of the Assistance to Firefighters Grant program, equipped as hereinafter specified.  Under MGL Chapter 30B the Town of Tolland reserves the right to determine what is “responsive and responsible”.  The Town of Tolland does not agree with E-1’s positions that the specifications substituted by E-1 are “responsive and responsible” to the specifications presented by the Town of Tolland. Below you will find a list of items and in no way a complete listing of all items not meeting The Town of Tolland specifications.  (Wording below is from Tolland Volunteer Fire Department Mobile water supply Vacuum Tanker specifications, and International Vehicle Specifications.)

  • The 3000 gallon water tank shall be round and constructed of 1/4” thick steel throughout. Pg 2 of 5. E-1 submitted only a bid for 3000 gallon Aluminum Tank. (Aluminum Tank was requested as option A on Pg 5 of 7)
  • There shall be one (1) 6" center rear water tank dump/fill port 13 degree downward (with heated collar) with an air operated 6"butterfly valve with male camlock fitting and cap. There shall be two (2) 6" side dump/fill port (one on each side) 13 degree downward (with heated collar) with an air operated 6" butterfly valve with male camlock fitting and cap. Pg 3 of 5. E-1 only supplies Stortz couplings.
  • 2 ½” gated suction; L.H. pump panel. Pg 1 of 5. E-1 does not include this at all.
  • Poly compartments; stainless steel support structure 70"w x 24"d x 26"h forward of rear axle - LH; vertical divider each side. 28"w x 24"d x 26h rear of rear axle each side. Pg 3 of 5. E-1 specifications call for only two compartments, both forward of the rear axle.
  • Tolland’s specifications called for a 46,000-lb walking beam type rear suspension. Pg 8 International Vehicle Specifications. E-1 specifications are for a rear air with a 40,000lb capacity.

  • Tolland’s specifications call for convex hood mounted heated mirror on left and right side. Pg 9 International Vehicle Specifications. E-1 does not include any hood mounted mirrors in specifications.
  • Tolland’s specifications call for a 70 U.S Gal fuel tank. Pg 8 International Vehicle Specifications.   E-1 specified a 50 U.S Gal fuel tank.
  • Tolland’s specifications call for (2) FRC Focus 120 volt 500 watt telelights, one each side at pump panel. E-1 does not include any telilights in specifications.
Under MGL Chapter 30B, the town reserves the right to reject a bidder that is not deemed “responsive and responsible”. The failure to meet the Town of Tolland’s specifications, as determined by the Town of Tolland, makes the bid “unresponsive.”

The Truck Committee’s recommendation is to awarding the bid to VTEC (Vermont Fire Technologies).

The Board of Selectmen unanimously accepted the recommendation of the Truck Committee and awarded the NFPA 3000 gallon vacuum tanker bid to VTEC (Vermont Fire Technologies).

Steve and Tom voted and appointed to appoint Eric R. Munson, Jr as Tolland’s Veterans Service Officer.

Susan Voudren, Town Clerk updated the board on the upcoming online ethics training.

The Board of Selectmen set a $10 late fee for dog licensing as of June 1st. The fee will increase to $25 as of July 1st.

The board authorized Sue to budget an additional $50 within her election budget for the purpose cleaning of the Public Safety Complex after the election if needed.

Reviewed Fiscal 2013 budgets.
