MINUTES OF SELECTMEN MEETING – July 11, 2011 5:00 PM

John Verones and Michael Hizzey reported on the progress of the building project.
The following Change Orders were approved by the Select Board.
# 1 Roofing work not carried in the Sub bids for roofing or in the General Bids. $23,261.
# 2 Additional Canopy $18,157.
# 4 Additional stone needed under footing due to wet conditions. $2,103.
# 6 Sub Drain under main entrance to control flow of ground water. $4.488.
# 7 Painting for all areas noted on plans as by owner. $22,092.
Total cost for Changes $70,101
Balance in contingency after changes $52,399.
Jason Whittet, Deputy Director representing Massachusetts Broadband Institute. Jason requested that the Selectboard form a committee to assist in the MassBroadband 123. MassBroadband 123 will bring affordable, high-speed Internet access to over 120 communities in western and north central Massachusetts. One of the requirements of the committee will be sending a survey to townspeople to determine who has current access to what broadband service. The Board of Selectmen at their meeting on Monday, June 27th appointed Gloria Gery, David Pickhardt, Loretta Kinney and Cathy Parzych to serve on a Broadband committee.
Phil Grannan is working on several grants for the Town of Tolland.
- $6,000 60KW Military Generator (estimates) State funding $500 - $600
Town funding $600- $800
Filters and Fluids will be needed. Total cost $1,100 to $1,400
Selectmen voted to expend monies from available funds.
AFG Grants – Matching funds: Vehicle – Tanker $300,000 – 5% match $15,000
Regional FF1/FF2 Training program - $150,000 – 5% match $7,500
($750 shared between 10 towns)
Turnout gear – 6 units $13,200 – 5% match $660
Phil requested the Board of Selectmen write a letter to the Fire Chief’s in our surrounding towns to schedule a meeting of Fire Chiefs. The Board of Selectmen would like additional information.
Phil informed the Selectboard of the Sale of State Owned Vehicles on Thursday, July 21, 2011.
The Board of Selectmen discussed the FY11 deficits with the Department of Public Works Expense Budget, Fuel and Utilities. The W11-27 will not be signed until a plan is made to cover the deficits.
Joanne Duval notified the Selectboard of a dog hanging around the Public Safety Complex. Joanne will format a letter to send to the dog owner.
A letter will be written to the Town of Sandisfield asking to borrow or temporarily located one of their tankers in Tolland.
An email was received from Dee Ware, Real Estate Acquisition Specialist regarding SBA Communication Tower Site, 162 Colebrook River Road. Based on the economy as well as mergers and decommissioning of duplicate tenants on one site, many ground owners have decided now is the time to consider restructuring their existing ground lease. If a lump sum payment would better serve the Town at this time please review the options for a Prepaid Lease Buyout or Partial Buyout. With either option the Town would retain the money paid regardless of what happens to the site in the future.

Prepaid Lease Buyout - $350,000 Cash: ~An amendment would attach to your lease changing two sections: 1) the term section would become one term of 75 years, and; 2) the monthly rent and revenue share would change to a one-time, lump sum payment of three hundred and fifty thousand dollars ($350,000).
Partial Lease Buyout - $200,000 Cash Now and $1,000.00 Monthly Rent: An amendment would attach to your current lease changing the term section to one term of 75years from the date of execution; and the rent section would be changed to reflect a one-time payment of two hundred thousand dollars ($200,000.00), and you will still receive monthly rent in the amount of $1,000.00. You would no longer receive revenue share for any tenants but this would allow the Town to receive cash now as well as continue to receive rent that would escalate each term. You could even do another buyout at a future date as long as this program exists.
The Board of Selectmen is not interested at this time.
The Board will move forward with the easement request of Ralph Morrision if the following are agreed to.
Agree to pay for an appraiser, advertising and surveyor. A yearly lease would be drawn and could be revoked at any time and all contingent on the article passing at a Special Town Meeting.
The Board of Selectmen has requested that all monies received be locked in a secure place at the end of each day.
