MINUTES OF SELECTMEN MEETING – April 18, 2011 5:00 PM
Selectmen Present: Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine
Also Present: Bryan Perry, Frank Fazi, Wesley Greene, Jeff & Terri LaCasse and Gary O’Brien
Minutes of the previous meeting were read and accepted.
Lawn Bid:
The Town of Tolland is seeking bids on lawn mowing and lawn care at the following locations:
Town Green - Rte. 57 and Clubhouse Road
Town Library - 23 Clubhouse Road
Town Hall - 241 West Granville Road
Spring Hill Cemetery - Rte 57
South Quarter Cemetery - Rivers Road
Burt Hill Cemetery -Burt Hill Road
Twining Cemetery – Rte 57
Bids will be accepted for all six locations or individually.
This contractual service would be provided to the town for two seasons starting May, 2011 through November, 2012.
Bids shall be accompanied with proof of insurance. Mandatory monthly invoicing required. All bids should be delivered or mailed to the Board of Selectmen by April 18, 2011 at 5PM at the Tolland Town Hall, 241 West Granville Road, Tolland, MA 01034. Please mark the envelope “Attention: Lawn Care”.
Bids were not opened.
Eric Munson stated that the lawn bid request did not include the spring and fall clean up. He felt that having different lawn services do different parts of the project could have the potential for a problem. His motion was to reject all bids and re bid the project to include the spring and fall clean up.
Steven stated that one bid was received late leaving only one bid.
Steven and Tom both agreed with Eric and it was voted to re bid the project.
Both Jeff LaCasse and Gary O’Brien accepted their discussion and their bids were returned to them unopened.
The project will be re bid to include the spring and fall clean up with a bid date of Monday, May 2nd 5PM.
Bryan Perry in Valerie Bird’s absence (Board of Health Agent) presented a follow up letter of October, 2010 from WPOA. The letter stated concerns with the property located at 277 Owls Nest. Pictures were also included and taken by Bryan. The Selectboard has requested that Valerie send a second letter requesting that someone respond. Also, Tolland’s legal counsel will be contacted.
Meeting continued with the Tolland Finance Committee at 6PM.
Also Present: Ralph Ledger, Cathy Parzych and Mira Munson
Both boards went through the 2012 budget requests.
#3 Public Works reduced from $89,650 to $83,950
#5 Buildings and Grounds left at $13,680 until bids are opened
#20 Animal Inspector Expense $50
#22 Fire Department Expense reduced from a request of $19,678 to level funding of $17,126
The boards felt that the Chief can determine what his needs are within a level funded
budget.
#26 Police Department Expense reduce from a request of $7,157.86 to $6,293.32
The board shifted the Chief’s technical request of $472 to the Technical Expense Budget.
Request of $261 for the purchase of a locked mailbox to the Public Safety Complex
Expense.
Office Supply request of $131.04 to the Office Supplies Expense Budget
#30 Tattler Expense was reduced from $4,700 to $200.
The Tattler will be available online and by request at the Tolland Town Hall
#33 Zoning Board of Appeals reduce from $307 to $100
#42 Furniture & Equipment – Town Hall was changed to Municipal Buildings
#47 Meeting & Election Expenses – Increased to $6,500 from $4,750. to cover the expense of
two override elections that are being planned by the Southwick Tolland Regional School
I, Margaret McClellan, attending the meeting in my capacity of Administrative Assistant & Treasurer was asked by Eric R. Munson,Jr. Chairman of the Board of Selectmen to leave (8PM)
