MINUTES OF SELECTMEN MEETING – January 31, 2011 5:20 PM

Minutes of the previous meeting were read and accepted.
Jessica, discussed an Elderly-Minor–remaining spouse exemption. The exemption is a $175 reduction in taxes if qualified. The Town of Tolland never voted on any clause to accept which by default left Tolland at clause 17. The Board of Assessors feel that no one in this township can qualify for a benefit based on that clause. The Board of Assessors are recommending that clause 17D be placed on the Annual Town Meeting for a vote.
The Open Meeting Law was discussed. Jessica discussed the law with our legal counsel. Tolland’s Board of Selectmen’s Agenda and all agenda’s need to have the date that they were posted on the agenda. Margaret will be pricing out the purchase of a date and time stamp machine.
The Board of Selectmen voted and agreed to the Tolland New Public Safety Complex and DPW renovation Organizational Chart that was created by John Verones, Owner’s Project Manager.
At their last Board of Selectmen’s meeting John Verones, Owner’s Project Manager presented an organizational chart for the Tolland Public Safety Complex and DPW renovation. Also, John submitted an amendment to his contract for Project Management Services. The amendment states that John has agreed to fulfill the requirement set forth by USDA for Full Time Resident Inspector during the construction of the new Public Safety Building and renovation of the DPW Garage. The amendment and the organizational chart was accepted and approved.

Received a letter from B-G Mechanical Contractors. They stated that there was a clerical error with their Division 15 Plumbing proposal for the Tolland Public Safety Complex and DPW renovations. B-G is withdrawing their bid. Accepted.
David Pickhardt of Moreau Road asked the Town of Tolland to consider making a donation to the Town’s of Otis and Sandisfield for the service that they provide with their ambulance to Tolland’s residence. The Board of Selectmen advised David that the Town of Tolland has had an appropriation for five years within their budget to co-purchase the Sandisfield ambulance. In addition, the individual using the service is also billed. The Selectboard will discuss the ambulance donation further with the Board of Selectmen from both towns if needed.
