MINUTES OF SELECTMEN MEETING – November 8, 2010 5:00 PM

Minutes of the previous meeting were read and accepted.
Received a letter from the Commonwealth of Massachusetts, acting through its Department of Conservation and Recreation (DCR), has under consideration the acquisition of approximately 843+/- acres of land, or other property interest, in the Town of Tolland. The land is currently being used for investment and open space purposes. If acquired by the state, it will retain the property in its natural and open condition as part of the Tolland State Forest.
A regulation requires that an agency proposal to acquire property be made public in a local forum. In complying with this requirement, the state is asking that the Board of Selectmen announce that the Commonwealth is considering this acquisition for the above stated purposes. Also, the Commonwealth is asking that the 120 days notice period be shortened (as allowed under the regulations) so that the Commonwealth, should it proceed, may complete this transaction in a shorter period of time.
The Board of Selectmen granted the 120 days notice be shortened.
Frank Fazi, President of WPOA presented the Selectboard with a license agreement between the Wildwood Board of Directors and the Town of Tolland. The license agreement is for the access to the waters of Otter Pond for the purpose of providing fire protection to the properties in the vicinity of the area described within the license area. The WPOA board is in favor of the dry hydrant but have some restriction during training. Frank expressed that these restrictions are only during training. The restriction is with regards to a full size pumper truck being used during training or non-emergencies. WPOA understands that during an emergency situation the Fire Department has the right to the water. WPOA is also asking that no outside water be introduced. WPOA will make every reasonable effort to maintain access to the hydrant. The license will be
reviewed by legal counsel and discussed with Fire Chief Littlefield.
Robert Gery, Chairman of the Tolland Building Committee wanted to inform the board that he made a call to the Town Hall on Sunday and was concerned that the town’s voicemail didn’t pick up. Margaret noted that there was no problem with the phone system.
Robert asked why the Selectmen’s minutes are not being posted on the website regularly. Margaret stated that by law the minutes are available at the Town Hall and that the website is not a legal posting place. The Selectmen asked Margaret to try and post the minutes more regularly.
Robert requested that Ted Locke be appointed to the Tolland Building Committee and required an explanation as to why he had not heard the outcome of the appointment. Margaret stated that an email was sent the morning of November 8, 2010.
