MINUTES OF SELECTMEN MEETING – October 18, 2010 5:15 PM

Discussed the road condition at the end of Schoolhouse Road the potholes that are there are located on Moreau Road which is owned by the Town of Blandford. The Town of Tolland can not repair a road that doesn’t belong to the town. If the road continues not to be maintained the Selectboard will have to address the Selectboard in the Town of Blandford again.
Wayne distributed a contact list for the construction that is being done on the Otis damn. Wayne will continue to attend the scheduled meetings.
Wayne was not notified of an emergency call in over the weekend. Robert responded and will be taking the four and one half hours of time off.
The chimney at the Tolland Library needs to be rebuilt. Wayne called for quotes and received two one from Solek and the other from David Rippley. David Rippley had the best price. The board wanted Wayne to be sure that the contractor have all the proper licensing and insurance. Eric is going to verify that a Masonry License is required.
Wayne asked where the monies for the repair will come from. The board discussed holding a Special Town Meeting to transfer the funds from Free Cash. Margaret stated that they would have to hold off on the meeting until Free Cash is certified.
The Board of Selectmen instructed Wayne to remove all the trees located along Hartland Road that are in line with the Safety Complex.
Wayne requested authorization to have approximately 10 beavers trapped and relocated. The cost per beaver is $90. The beavers are located in varies parts of Tolland one being on West Granville Road. Wayne has put several hours and continues days into unplugged a culvert. The board granted the request and Wayne will check with the Conservation for their authorization too.
The 10 wheeler Mack truck has been taken out of service. The inner frame is cracked and can not be welded. The truck will be placed on a surplus list. The truck was used for heavy hauling.
The board suggested that Wayne get pricing for winter sand to be hauled to us instead of using the town’s equipment and the employees time.
Wayne was asked to calculate how many hours he could have used an excavator if he had one while replacing the culverts this year and any work that he had done to the ditches. Wayne calculated 272 hours at $100/hr.
Wayne was given the authorization to purchase a 20- 30,000 lb used excavator under $25,000. The monies will come from the April rainstorm account. Wayne stated that the town already owns a trailer to transport. Wayne will get the three quotes that are required.
As soon as the grader is repaired the dirt roads will be scheduled to be graded. He is hoping to start on Monday, October 25, 2010.
Wayne was asked about a tree crew being hired to remove dead trees. One has not been scheduled.
The line painting will be scheduled after all the culverts that needed replacing are done and patched.
30 to 40 tons of hot patch will be ordered and used on varies roads.
Jessica came in to express a concern that payment for part time employees was not consistent. Her concern was taken into consideration and will be addressed with the Finance Committee.
After reviewing surrounding town’s salaries for election workers the board agreed to the following salaries:
Police Officers/Constables – Officers will earn their hourly police rate, Chief will earn the Sargeants hourly rate.
Ballot and Tally - $10
Warden and Secretary $11
Town Clerk $12
Workers that already are on a weekly payroll will receive their wages through the payroll. Everyone else will receive them as a stipend.
An all boards meeting is scheduled for Wednesday, November 3, 2010. The agenda will have items as the new Open Meeting Law, Public Safety Complex and the DPW building John Verones will be asked to attend to speak on the projects, The Tattler, Budgets and communicating between departments.
Eric would like to get a group of volunteers to assist with getting articles for the Tattler. Eric would like to make the Tattler more interesting to read.
The board would like the Finance Committee to meet on a monthly basis.
The Board of Selectmen decided to have the monies for the rebuilding of the Library chimney be taken from the Department of Public Works budget. In Fiscal 2010 Wayne requested monies from Free Cash for the repair of the Town Hall roof and chimney. The Board of Selectmen scheduled a Special Town Meeting and the article was approved. The Board of Selectmen will consider a Special Town Meeting in the spring for the chimney rebuild if the Department of Public Works budget for Fiscal 2011 runs in a deficit.
The board received an email from Robert Gery, Chairman of the Tolland Building Committee requesting that Ted Locke be appointed a voting member of the committee. The Board of Selectmen appointed Ted Locke to be a consultant on the committee.
