MINUTES OF SELECTMEN MEETING – October 4, 2010 5:15 PM

Dave Pickhardt was appointed to be Tolland’s Representative in working with the Massachusetts Broadband Institute (MBI). The Massachusetts Broadband Institute is a division of the Massachusetts Technology Collaborative. MBI was recently awarded $45.4 million in federal stimulus funding though the highly competitive second round to the National Telecommunications and Information Administration’s (NTIA) Broadband Technology Opportunities Program (BTOP).
A major component of the BTOP program was the connection of key anchor institutions to the fiber-optic network, most importantly community colleges and public safety entities. In addition, schools, hospitals, libraries and government entities were also considered important institutions to connect to the network. The program also focused on the development of a middle-mile infrastructure network in unserved and underserved communities, as well as communities classified as economically distress from a state or federal definition. MassBroadband 123 was designed to maximize these program elements in the most cost-effective manner.
The MBI’s project, MassBroadband 123, is a critical component of Governor Patrick’s initiative to extend broadband access across the Commonwealth. The 1338 mile fiber-optic middle mile network will connect almost 1400 key anchor institutions and provide the much needed broadband backbone to the region to support residents, businesses and all other institutions.
Tolland’s anchor points are as follows: Tolland Town Hall, Tolland Public Library, Department of Public Works and The Tolland Public Safety Complex. The project is projected to be a 3 year project.
Election Salaries were discussed with Town Clerk, Susan Voudren. Susan presented a salary history from 2006 to present. The positions in question are the Warden, Secretary, Ballot & Talley Clerks and Constable or Police Officer. The board gathered rate information from surrounding towns (Southwick, Granville and Sandisfield). The discussion will continue with a full Board of Selectmen.
Fire Chief Littlefield received a letter from First Due Service LLC stating that after his inspection of the 1979 International Tanker Truck the cost of repairing the tanker would be too expensive to be practical. The tanker truck has been tagged off line.
Received a letter from Robert Littlefield, Robert was called in for a DPW emergency. Minimum Call in time is 3 hours. Robert worked his regular 40 hour work week. Additional 3 hours is overtime. The Fiscal 2011 budget does not have a line item for overtime. With the 3 hours being overtime the time amounts to four and one half hours of time. Robert was told by the Highway Superintendent that he had to take 3 hours off from work instead of being paid for the overtime. Robert is asking for the four and one half hours off. The Board of Selectmen voted to give Robert the four and one half hours off.
