MINUTES OF SELECTMEN MEETING – May 3, 2010 5:00 PM
Selectmen Present: Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine
Also Present: Jean Armitage, Bicentennial Committee Chair
Wayne Carr, Highway Superintendent
Jean disturbed to the Board of Selectmen a schedule of events for the Bicentennial. Events will that place on varies days starting with a Kids fishing Derby at Trout Pond in Tunxis Club at 10AM on Saturday, June 26th, followed by a softball game at the Tunxis field at 1PM.
Saturday, July 10th at 11AM – Parade form Colebrook River Road to the Tolland Town Hall. At 12PM a presentation of parade awards, presentation of the Tolland’s flag, the burying of a time capsule. Also, booths on the Tolland green will open. At 2PM at the Church “Settlements of CT River Valley” Presentation by Guy Mclean, Director, Springfield Historical Museum, Kids games in Bonadies field. At 3PM the cutting of the Bicentennial cake and program from Bruce Mandel.
Friday, July 16th from 12-5PM at the Church there will be an Art Show, work of 6-7 artists.
Saturday, July 17th from 12-6PM at the Church there will be an Art Show, work of 6-7 artists from 7-9PM “Winds of Tolland” professional musical presentation.
Sunday, August 1st 10AM-4PM at Clark Farm on Burt Hill Road, the Bicentennial Cup Croquet Match.
Saturday, July 31st 6PM Tolland Volunteer Fire Dept. Steak Roast, music by the Chaparral’s.
Notification letter’s will be sent to resident’s of Clubhouse Road, Schoolhouse Road, Hartland Road and Colebrook River Road stating times that the road will be closed for the Bicentennial events.

Wayne informed the Selectboard that the DPW crew will be attending a Gravel Road Class.
Wayne attended a District 1 Superintendent meeting with the FCS (Federal Communication System). At the meeting he was told that high band radio’s were going from 25kil to 12.5kil which means 5 radio’s used by the Tolland Highway Department will have to be replaced with reprogrammable ones. The Tolland Police and Fire will also have to comply. License will also have to be renewed.
The center sleeve of a culvert on Burt Hill Road will have to be relined.
An email was received last month from Monica Wilson a residence of Covell Road. She had concerns with a culvert on Burt Hill Road diverting water onto her property. Selectmen Steve DellaGiustina looked at the culvert and concluded that the culvert in fact is not doing that. He located two natural springs that are producing a water flow to her property. Her property no longer has any ground vegetation to help with the flow of the water.
A culvert on Colebrook River Road needs to be repaired with the relining of the culvert, resetting of the pin wing walls. This project will require the hiring of an Engineer which could be paid for by Chapter 90 funds. The Board of Selectmen authorized Wayne to move forward with the Engineer.
The Board of Selectmen is requiring the Department of Public Works and the Tolland Volunteer Fire Department to clean and thin out both the DPW garage and Fire House by September 1, 2010.
The board directed Wayne to clear the site for the new Public Safety Complex of roots and strip top soil and haul/pile to a holding location. Also, remove the stone wall where marked for driveway entrances. The rental of a dozer will be necessary.
The Selectmen requested that Wayne be required to help out during regular working hours with the transporting of the Tolland Fire Trucks when needed.
