MINUTES OF SELECTMEN MEETING – December 7, 2009 5:00 PM

Selectmen Present:        Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine

Also Present: Susan Voudren, Conservation Commission Member
                      Robert Littlefield, Fire Chief
                      Ted Locke, Tolland’s School Committee Member

Board of Selectmen received a resignation letter from Valerie Nickerson-Bird as a member of the Conservation Commission. The board has asked Valerie to come and speak with them at their next meeting.

Fire Chief, Littlefield informed the board on the condition of the Fire Departments tanker. The tanker is a 1979 and will need to be replaced within the next two years. The tank is leaking and will have to be removed and welded. Also, the straps are completely rotten and need to be replaced.

The Town of Blandford has offered Tolland $3,000 for the Tolland’s black F350. It will be sold for parts only. The Selectmen will ask Wayne to old of on selling the truck until after the Special Town Meeting on Monday, December 14.

Susan Moore asked the board in an email if all hearing notices be posted in a timely manner on both the Town Hall outside posting place and the Tolland Web site. The Selectboard agreed with the request and a letter will be sent to all boards telling them of the requirement.

The Town of Granville has showed interest in joining The Southwick Tolland Region School District. The region will not be moving forward with a feasible study until funding from the state becomes available. Ted was asked if he had made statements on behalf of the town regarding the Town of Granville joining the region. Ted only made comment on the length of transportation of the Tolland children. Ted stated that he was aware of the history between Granville and Tolland.

The Board of Selectmen signed an acceptance letter with Hilltown Community Development Corp. to prepare the Request for Qualifications (RFQ) and contract for Project Management Services for the development and construction of the Tolland Public Safety Building and addition to the Town Highway Garage based on a combined $2 million. Prepare draft advertisement for Central Register, draft Legal Notice for a newspaper of local circulation, prepare proposed procurement schedule and provide guidance materials for reviewing, ranking, scoring and contract award. Hilltown CDC will not be involved in the actual review, scoring or awarding.

Hilltown CDC will work at a rate of $75/hour, including travel time, not to exceed $3,000. Payment shall be issued within thirty days of receipt of invoice on agency letterhead.



Received an email from Robert Maselek asking the board to consider WPOA in buying or barter with the Town of Tolland for some land at the end of Beetle Road. WPOA would like to get the road near the mailboxes transferred from a public road to a WPOA owned road for the purpose of placing one gate. WPOA might give the Town of Tolland several acre of land adjacent to the 8 acre currently owned by the town, located on Route 57 and the corner of Hartland Road. The Board of Selectmen would discuss it with the WPOA board at a Selectmen’s meeting.
