MINUTES OF SELECTMEN MEETING – JUNE 22, 2009 5:00 PM

Also Present: Wayne Carr, Jessica Kelmelis, Susan Voudren and Edwin Deming
The Board of Selectmen opened bid proposals for the purpose of the removal and disposal of debris on the town right of ways from December, 2008 winter ice storm.
C & C Logging and Land Clearing –
Price for removal and disposal of eligible debris on 7 roads as per bid list:
$25.00 per cubic yard. Estimated 4368 cubic yards of material $109,200.00
Hazardous Trees and hangers, if done in conjunction with other debris disposal work $6,000.00
Total Bid $115,200.00
Tyler’s Tree Service –
Debris Removal $11 cubic yard, estimated at 6,188 yards $68,068.00
Tree removal Hazardous Hanging limbs: $60/per includes trimming of limb and disposal of limb
Hazardous Trees – 8” to 12” trees $200/per
13” to 24” trees $400/per
Over 25” $800 per
Property used for the grinding site will be cleaned up after the completion of the job and be returned to its original condition.
BRD, L.L.C. –
Collection and hauling of debris $8.00/cubic yard
Debris Site Management, Reduction and Disposal $2.00/cubic yard
Hangers removal $35.00/per
Tree removal $250.00/per
Received bid bond of $9,436.00 (check)
Supreme Industries Inc. –
Collection of eligible debris form town roadways and municipal properties
Hauling of debris to a temporary staging & reduction site on Route 57
Debris reduction
Disposal of debris grindings at a licensed disposal facility
Performance bond in the amount of the Contract price
Unit price $26.25/cubic yard
Debris volume 6,188 cubic yards
Total cost $162,435.00
Bids bond in the amount of 10% of the bid price.
Northern Tree Service Inc. –
debris removal and disposal per specification $26.05/cubic yard of eligible debris
Bids bond in the amount of 10% of the bid price.
Mayer Tree Service –
Cost for debris removal $18.35/cubic yard X 6,188 estimated cubic yards $113,549.80
Cost to cut and remove unsafe hanging limbs $63.40/per x 510 estimated trees $32,334.00
Cost to cut and remove hazardous trees $283.00/per x 9 estimated trees $2,830.00
Bids bond $25,000.00
Cook –
Haul, stockpile, grind and remove eligible ice storm debris $15.80/yard
Bids bond in the amount of 10% of the bid price.
All bids have been taken under advisement.
Jessica requested that the Board of Selectmen assess the condition of the Library building. The present building is retaining moisture causing the paint not to hold. She requested that any remaining monies from the Library Expense account and the DPW Expense account Fiscal 2009 be carried over and be allocated for the Library building. The board will address the building and speak with Wayne Carr, Highway Superintendent.
Jessica also asked that a policy be written for scheduling functions at the Tolland Town Hall. The policy would help avoid conflicts.
Sue Voudren requested the authorization to purchase a sandwich board to be used at the Town Hall and voting tables. The Board of Selectmen asked that she write a Purchase Order for her request showing what she is looking to purchase.
Sue also asked that the Board of Selectmen address the Planning Boards old filing. The Filing will be discussed with the Planning Board Chairman, Jim Deming.
Edwin Deming requested that NO PARKING signs be placed near Twining Pond on East Otis Road.
