MINUTES OF AN EMERGENCY MEETING – January 26, 2009 5:00 PM
Selectmen Present: Eric R. Munson, Jr. and Steven DellaGiustina Thomas Paine
Also Present: Wayne Carr, Bill Walker, Charles Adams and Aaron Cowles
Bill Walker submitted an invoice for work performed during the December, 2008 ice storm. Bill Walker was hired by Emergency Management Director Ted Locke. The Board of Selectmen informed Mr. Walker that only the Board of Selectmen has the authority to hire anyone for the Town of Tolland. The board voted to pay Bill Walker as invoiced. The board will speak with the Emergency Management Director.
Charles Adams and Aaron Cowles were paid the town’s part time hourly rate for work performed during the December, 2008 ice storm. Both felt that with use of their own equipment and vehicles that the rate should be different. The Board of Selectmen requested an invoice. Invoices were submitted and approved for payment.
The December, 2008 ice storm will be discussed in an upcoming meeting in February.
Wayne was asked to calculate a number to rebuild ½ mile of a dirt road, 8’ wide. Without the rental fee of the roller, material only would be approximately $30,000.
Winter sand budget is approximately $1,000 over from the same time last year and with having no sand already stocked.
Expected delivery of the new plow truck should be February 14th.
Wayne will be moving forward with getting bids for the remainder of the December, 2008 ice storm clean up.
Steve asked Wayne if he felt that the roads were being over sanded. Wayne stated that the road crew was not over sanding and that the roads get sanded after every storm and then as needed after that.
The Board of Selectmen requested that Wayne use all comp time that was earned during the December, 2008 ice storm before Spring.
Received Chapter 91 – Waterways License Application from William Cass of 515 North Trail, Charles Stielau of 543 North Trail and Tunxis Club
Received and reviewed a letter drafted by Attorney Pollard to William H. Parsons requesting demand to return deposit for work not done to the Tolland cemetery.
