MINUTES OF THE REGULAR MEETING – October 2, 2006 5:15 PM
Selectmen Present: Eric R. Munson, Jr., James Deming and
Steven DellaGiustina
Minutes of the previous meeting were accepted as read.
Mr. Dziedzic was informed of the opinion from the town’s legal counsel regarding the “Proposed Easement”. Jerome Scully suggested that the town attempt another Special Town Meeting for a vote to grant or not. Additional questions will be sent to town counsel such as grandfathering status of the lots, squatter’s rights and value. The Board of Selectmen requested Mr. Dziedzic write to the board requesting his need for a special town meeting so that it may be scheduled.
Eric R. Munson, Jr. excused himself from the meeting.
Eric R. Munson, III from Munson Home Services requested the use of the Tolland Highway garage parking lot for an overnight and approximately 4 hours the next morning for the purpose of a modular home delivery. The gravel area of the parking lot will be used and will not interfere with the Tolland Highway or Fire Departments. Munson Home services will be responsible for any damage that may occur. Permission was granted by Steve and Jim.

The Board voted to go into an Executive Session at 5:40PM

A phone request was asked by Wesley Greene for the Board of Selectmen to look at the new installation of the culvert on Beetle Road before the meeting so that he may ask their opinion at the meeting. Wes felt that it was installed in away that were the two seams meet that after paving and time it would heave. Wes was unable to attend the meeting but all the members from the board looked at the culvert and felt that it would not be an issue.
An email from Abby Simchak of Lands Ends Association asked if a permit or permission was necessary from the town to replace the culvert. No special permit or permission is needed for private property but would like notification to be sent to The Tolland Police and Fire Department.
MDC agreement was discussed. Wayne was contacted by a representative from MDC in reference to the agreement of maintaining materials located at the gravel pit. Since Tolland’s Highway Superintendent did not maintain Tolland’s portion of the agreement the use of the gravel pit way no longer be available. The Tolland Highway Department is not allowed in the gravel pit until the agreement is resolved. Eric would like to meet with Kathy from MDC and management to discuss the agreement. The board gave Wayne permission to purchase material if needed.
The board voted unanimously to appoint Wayne Carr as Highway Superintendent. Salary as advertised with a probation period of 6 months ending in April and to include a 3 month evaluation in January.
The board voted to appoint Margee O’Meara to serve on the Cultural Council board.
A Purchase Order system was discussed and may be required for all purchases made over $250. The system will be discussed further at an all department heads meeting later this month.
