MINUTES OF THE REGULAR MEETING – August 28, 2006 5:00PM

Selectmen Present:  James Deming and Steven Dellaguistina


Heidi Cowles of Colebrook River Rd. approached the board asking if any assistance is available for low income families with regards to using the trash compactor. The board unsure of what the criteria would be to be considered low income. The question will have to be presented to the Trash Compactor Committee for discussion.

Susan Moore of Porcupine Point asked the board who would be responsible for assigning “911 Numbers” to Tolland residents. The Board of Selectmen will be until a new Highway Superintendent is hired.

Susan Voudren, Town Clerk asked if the board felt if it was a “conflict of Interest” if a husband and wife could serve on The Planning Board and Board of Appeals. Margaret will ask our town counsel.

The board met with Wayne Carr, DPW to discuss upcoming projects.

Projects included:

Finishing Route 57 Crack Sealing – Signed a Chapter 90 project request for additional monies to finish Route 57

Replacement/installation of guardrails – The board discussed a list that was previous quoted by Commonwealth Guardrails.

Paving of Beetle Road – Wayne met with Tim from Lane Construction and discussed the specs for black topping Beetle Road. Blacktop is current $70/ton. Paving includes blacktop from Colebrook River Road to the mailboxes on Beetle Road. Wayne will submit “invitation to bid” in the local newspaper and “Central Register”

Replacement of culverts located on Schoolhouse Road, Harvey Mountain Road and Rivers Road. Wayne will seek quotes with an outside excavator by an hourly rate and by the project.

Robert Bitso of Harvey Mountain Road asked what the plans are for replacing the culvert and also the paving of Harvey Mountain Road.

The Selectmen asked about the quantity of winter sand available. Wayne stated that they have enough sand processed to fill the shed.


Jim and Steve authorized Wayne to call upon part time help when absolutely necessary. The board would need to be notified of the part time help.

The board approved of Wayne taking the new Tolland axle truck to the Berkshire County Trade Show.

The Selectmen will be requesting that DPW bid all purchases of heating fuel, diesel fuel and salt.

The filing of the Planning Board’s paperwork was mentioned. The Board of Selectmen voted that all Planning Board filing will be taken care of by The Planning Board Secretary or Chairman.
