MINUTES OF THE REGULAR MEETING – October 17, 2005 6:00 PM

Selectmen Present:  Eric R. Munson, Jr.and Wesley D. Greene II

Minutes of the previous meeting were accepted.

Marcel Couturier of 710 Colebrook River Road spoke to the Selectmen about his mailbox that was hit last winter 5 times. He would like the board to speak with DPW and come up with some type of plan to prevent his mailbox from getting hit. Marcel also wanted to note that the speed of the plow is to fast. Wes would like to propose a policy for mailboxes in that if any contact is made by the plow that the DPW employee will replace the box. Wes stated that he will be in contact with the DPW Superintendent during every storm.

Steve Dellagiustina, Tolland Moderator requested that town counsel be present at all town meetings. Eric felt that some of the meetings town counsel would not be necessary. Every town meeting Warrant will be reviewed by town counsel and determined if his presents will be necessary.

Steven and Bob Bitso asked about the Police Department Salary carryover from Fiscal 05 to Fiscal 06. Bob wanted to know who approved the transfer and why the town can’t use it for the administrative cost to run the Police Department. The Board of Selectmen approved of the carryover. Margaret, Treasurer explained that the monies were voted at the ATM for Fiscal 05 for the use of Police Officers Salaries any can only be used for Salaries of the Officers.

Bob Bitso would like permission from the board to remove some trees on Harvey Mountain Road for the purpose of opening up the road. The board did not have any problems with Bob removing the trees.

Bob asked about the court case with M. Lodsin. Eric told Bob that Jim Deming spoke to Atty. Locke and that he would have to come back and speak to him.

Bob asked if there were any plans for the culvert on Harvey Mountain Road. He claims that the culvert is plugged. Wes was told by DPW that they made an effort to unplug the culvert but were unsuccessful due to beaver dam that was made within the culvert. John would like to replace the culvert with Chapter 90 funds. Bob in his opinion removing that culvert would cause a huge amount of unnecessary work when all that needs to be done is unplug the culvert. Wes will look at it with John.

Dump hours will change to winter hours as of November 1st. dropping two hours on Sunday.

The Selectmen felt that with rising fuel cost that the use of the town hall during the evening should be reduced to Monday nights only. The Board will be meeting every other Monday starting November 7th 6PM. The Board will not be meeting on Monday, October 31.
