TOWN OF TOLLAND
MINUTES OF PLANNING BOARD

Public Hearing was called to order by Chairman James Deming at 7:18, for the purpose of discussion and comment on a request by Thomas E. Reilly, for a Special Permit for the construction of a deck onto the front of his existing non-conforming house.
  • The house is located at 120 Lands End Drive, Map 297, Lot 47.
  • The proposed deck would be 6 feet by 8 feet.
  • The new deck would reduce the front setback to 26 feet.
  • No one spoke against the proposed structure.
  • The hearig was closed at 7:32 p.m.

Public Hearing was called to order at 7:32, for the purpose of discussion and comment on the reconstruction of the Town of  Tolland’s DPW Garage, and the construction of an addition to the Garage.
  • The existing garage is located at 162 Colebrook River road, Map 410, Lot 14,
  • The current structure is 56’4” x 79’.  A two story addition measuring 20’ x 75’ will be added to the reconstructed DPW Garage.
  • No one spoke in opposition to the project.
  • The Public Hearing was closed at 7:39.p.m.

Public Hearing was called to order at 7:39 for the purpose of discussion and comment on the construction of a Municipal Safety Complex by the Town of Tolland.
  • The Municipal Safety Complex will be built on land owned by the Town on West Granville Road, West of Hartland Road, Map 111, Lots 21 & 22.
  • The building will be 70’ x 140’.  In addition to office space and garages for fire, ambulance and police departments, it will contain a community meeting room.
  • No one spoke in opposition to the project.
  • The Public Hearing was closed at 7:53.p.m.

Regular Meeting of the Planning Board was called to order at 7:54 by Chairman James Deming.

Old Business:

  • Minutes for meeting of June 22, 2009 were approved as written.
  • Minutes for meeting of July 20, 2009 were approved as corrected.

New Business:

  • Wesley Green, representing the Wildwood Property Owner’s Association, appeared before the Board to request Site Plan Approval for the addition of a 20’ x 12’ carport to an existing garage.
  • The garage has access to Beetle Road, via a driveway.  It is located at Map 116, Lot 65, which is a 96 acre lot.
  • As all setbacks will be met, the Site Plan was approved unanimously.
  • Questions on the status of the cell tower that has been proposed for placement at the Town Highway Garage were raised, but no new information is available.
  • The application for a Special Permit for the addition of a deck on an existing non-conforming lot at 120 Lands End Drive, was discussed by the Board and approved unanimously.
  • The application for a Special Permit for the reconstruction of the Department of Public Works Garage, at 162 Colebrook River Road, and the construction of a 20’ x 75’ addition to this building was discussed by the Board and approved unanimously.
  • The application for a Special Permit for the construction of a Municipal Safety Complex by the Town of Tolland, on West Granville Road, was approved unanimously with the following  conditions:
  • Due to the orientation of the building and neighboring structures, emergency vehicles exiting the safety complex must minimize the use of audible warning devices until they have completed the turn into the roadway.
  • Any training and or inspection of emergency vehicles that result in use of the audible or visual warning devices will be conducted on the South side of the safety complex as to not adversely affect neighboring residences.



As there was no further business, the meeting was adjourned at 8:55 pm.
