MINUTES OF PLANNING BOARD

Special Hearing called to order by Chairman James Joyce at 7:03 p.m.
The call for Public Hearing was read by Chairman Joyce for the installation of a sign at the entrance and exit of Wildwood. Gertrude McKay reclused herself from the discussion
Will Green, Manager of W.P.O.A. represented the W.P.O.A. Board of Directors in describing the proposed signs and their purpose.
Loren Clark, a Wildwood resident, said he had no objections to signs being installed; but he did object to the map appearing on the signs, on security grounds.
Howard and Susan Moore, residents of Wildwood, wrote a letter in opposition to the signs. One objection noted was the setting of a precedent.
Two more Wildwood residents, whose names were not given, spoke in opposition to the signs, primarily for security reasons.
Susan Voudren, a Wildwood property owner, and potential future resident, spoke against the signs based on security issues.
Weslie Green requested that temporary skeletal signs be placed to give residents a better understanding of what is being proposed.
Chairman Joyce indicated that more than 80 legal notices were mailed to residents within 300 feet of the signs, and no objections were received from those notified.
As all present had spoken, the Public Hearing was closed by unanimous vote of the four participating Board Members. The Board will rule on this matter within 90 days.

Minutes of meetings of 10/16/2006 were approved as written.
Checklists:
A check list prepared by Chairman Joyce for inclusion in the Applicant’s Packetfor Special Permits was approved as written

A check list prepared by Chairman Joyce for inclusion in the Applicant’s Packet for Site Plan Review was amended to add a requirement for a Board of Assessor’s Review of Ownership History for non-conforming contiguous lots. The checklist was approved unanimously, as corrected.

Zoning Bylaw Question: A discussion of Section 9.4 of Tolland’s new Zoning Bylaw ensued. Opinions were expressed, that this Section needs more clarification and delineation to avoid invalidating the overall bylaw.
SubDivision Regulations: James Joyce and Jim Deming will ask Gloria Gery to look into revising Tolland’s Subdivision Regulations.
The next meeting of the Planning Board is scheduled for December 18th, at 7:00 p.m.
