        MINUTES OF PLANNING BOARD
        Meeting of 2/27/2006



Meeting called to order by Chairman Steve McAlister at 7:10.

New Business:

        1.      Applicant:      Nick Urbaniti
                                496 North Street
                                Feeding Hills, MA 01030
                Location:       78 West Otter Drive
                                Map 118, Lot 62
                Description:    Application to construct a 100 square foot shed.

Action Taken: Approved as presented, as the plan conforms to the zoning bylaw.  No building permit is required.

2.      Applicant:      Alan & Tammy Strubel
                                14 Warren Lane
                                Jerrico, N.Y.
                
                Location:       Map 118, Lot 21
                                69 East Otter Drive
Description:    Application to tear down existing mold ridden house, to the  
                Basement level and rebuild on the same footprint, with two
exceptions.  The former porch on the West side of the house will become enclosed living space.  A portion of the porch, on the North side, will be expanded.

Action Taken:The existing house is non-conforming in that the porch on the West side of the house is only 19 feet from the property line.  Plans for rebuilding the house, do not increase the existing non-conformity, and the site plan was approved unanimously.  The new structure will occupy 2,382 square feet.

         3. Applicant: Arend Overbeeke
        Location:       930 New Boston Road
                        Map 403, Lot 37

Description:    Applicant came to discuss the possibility of starting a personal massage parlor in his home.  In the future he may want to build a
barn style structure on his property to enlarge this operation.

Action Taken: As a massage parlor in his home would qualify as a
“home occupation” it would be allowed by right after site plan review.
The planned expansion would fall under our new bylaw and might require
a special permit, depending on whether the operation qualifies as a small
business.  No action taken.

4. Building Inspector, Eric Munson, Jr. requested that the Planning Board oversee the production of Building Permit, Septic and Well Flow Charts.  The Board agreed that these Flow Charts should be made available and we will request help from Gloria Gery, in this matter.


Old Business:   

        The Planning Board reviewed the draft “Applicants Guide to the Planning and
        Permitting Process”.  A list of suggested changes and corrections will be sent to
        Gloria Gery for incorporation into the final document.
